It is an exciting time to join Hertfordshire Children and Young Peoples Mental Health Services.  We are developing ways of working to improve the experience of the children and young people we support.  We are looking for a Service Manager, a strong, compassionate and ambitious leader, to help us develop and deliver our vision.   They will need a comprehensive understanding of clinical service delivery, service development and quality standards to support our community Child and Young Peoples Mental Health Services (CYPMHS).

The Service Manager will have a mental health background with demonstrated achievements in operational leadership. They will have the ability to lead by example, motivate and empower others and will play a fundamental role in ensuring consistent delivery, effective outcomes and high quality care for those using CYPMHS services in Hertfordshire. By inspiring a culture of high performance and continuous quality improvement in teams, the post holder will ensure the sustained provision of high quality services and standards for our service users, their carers and families.

Main duties of the job

The CYPMHS Service Manager will deliver key service developments and operational performance that support the development of effective high quality Care Pathways.

As a member of the CYPMHS Leadership team, the Community Service Manager will play a key leadership role in implementing safe and efficient services whilst also delivering strategic goals and objectives.

The Community Service Manager will have operational responsibility for a range of different teams within the CYPMHS portfolio.

Detailed job description and main responsibilities

  • The post holder will have day to day operational responsibility for a portfolio of services which will include a range of community services. CYPMHS Community teams include; Home Treatment Team, Crisis Assessment & Treatment Team (C-CATT), Generic (quadrant) teams, Paediatric Liaison, MHSTs, Targeted Team/ LAC, Eating Disorder Team, DBT Team.
  • The post holder will support the delivery of services taking account of the Trusts service improvement agenda ensuring a cohesive, effective and seamless service is provided for service users.
  • Support the delivery of effective services for the Division, working on a whole systems basis to achieve required levels of performance.
  • Work with other CYPMHS providers and 3rd Sector organizations to engage them in developing the strategic direction and participating fully in the priorities and work programmer.
  • Implement financial and performance plans agreed within the SBU.
  • Support a strong and effective team by providing clear and visible leadership and direction for staff working within CYPMHS.
  • Deputise for the Head of CYPMHS and cover for other CYPMHS Service Managers as required. This may include inpatient Tier 4 Forest House Adolescent Unit.

Person specification

Knowledge & Experience

Essential criteria
  • Inpatient roles will require Nursing qualification or other clinical professional with valid HCPC registration
  • Relevant degree and equivalent significant experience operating at a middle management level in a large complex healthcare organisation.
  • Evidence of continuous professional and management development showing a combination of short courses, structured self-study or formal management courses.
  • Specialist knowledge of a number of disciplines acquired through training and experience over a significant period.
Desirable criteria
  • Programme and project management qualificationsvalid HCPC registration
  • Postgraduate management qualification at Masters level
  • Breadth of knowledge across all health and social care services from primary to tertiary care.
  • Understanding of the New Care Model Collaborative and the service transformation approach

KNOWLEDGE, SKILLS & EXPERIENCE

Essential criteria
  • Knowledge of National policy and standards of governance relevant to CAMHS.
  • An appreciation of NHS and local Government strategies, policies and plans, in particular those linked with CAMHS
  • Experience of planning and implementing service change, ideally in child setting
  • Experience of working with clinicians and multi-professional teams in achieving service improvement.
  • Experience of working with partners and stakeholders in delivering services, in a child focus setting
  • Extensive experience of working at a senior level in a large, complex organisation.
  • Experience of managing staff and working with staff TUs/staff representatives.
  • Track record in delivering financial plans and budgetary management
  • Evidence of achieving targets and objectives within a challenging environment.
  • Motivating, coaching and developing individuals to achieve their potential.
  • Ability to describe a clear sense of direction and purpose to motivate and enthuse staff and stakeholders.
  • Able to organise own workload and that of the team to meet objectives and operate effectively.
Desirable criteria
  • Understanding of contracts and performance procedures.
  • Current knowledge of best CAMHS practice gained through personal research
  • Experience of working closely with Commissioners to inform and implement policy initiatives.
