Job overview

Gloucestershire Managed Services (GMS) is seeking an Estates Officer electrical bias based at NHS Gloucestershire Royal Hospital to oversee and lead the operational service delivery of engineering, building, and grounds maintenance services.

This pivotal role ensures safety, compliance, and optimal functionality across healthcare facilities. As a technical expert in electrical systems, you will contribute to the delivery of high-quality, efficient, and customer-focused services, supporting patient care in a dynamic environment.

Main duties of the job

- Lead and co-ordinate reactive and planned electrical maintenance tasks, to ensure compliance with statutory requirements, NHS England HTM’s and NHS England HBN’s.

 -Manage and supervise a team of in-house staff and contractors, ensuring effective performance and resource allocation.

- Act as an Authorised Person (HV & LV) for electrical systems, maintaining safe systems of work and compliance with regulations there will be a requirement to become Authorised Person for an additional discipline.

- Provide technical expertise for electrical minor work projects, including design, procurement, and contract management.

- Develop and implement maintenance plans and policies to ensure cost effective and efficient service delivery

- Participate in an on-call rota, providing managerial or technical advice for emergencies or incidents.

Detailed job description and main responsibilities

- Ensure electrical maintenance tasks align with statutory requirements, NHS England HTMs, NHS England HBNs and industry best practices

- Lead and support staff development, fostering a skilled and effective workforce capable of meeting operational demands.

- Monitor contractor performance to deliver safe, quality, and cost-effective services.

- Oversee electrical safety, risk assessments, and inspections to maintain a safe environment for staff and patients.

- Maintain detailed records of maintenance activities, certifications, and system compliance for audits and KPIs.

- Provide technical advice to senior managers and contribute to infrastructure project planning and development.

- Promote sustainability practices in maintenance operations, aligning with organisational goals.

- Work Safely at all times.

Working Environment:

- Predominantly based in Gloucester (GRH), with some cross-site work across Cheltenham and Gloucester Hospital sites.

- Occasional travel between sites to oversee operations (shuttle bus available)

- Exposure to varying site conditions, including noise, damp environments, working at heights, and confined spaces.

- Participation in the on-call rota is essential, including out-of-hours attendance for emergency maintenance and system failures.

- Adherence to infection control protocols ensuring safety for staff and patients is maintained at all times.

Communication and Working Relationships:

- Build effective working relationships with GMS leadership, operational teams, senior managers and key stake holders.

- Collaborate with external suppliers, contractors, and Authorising Engineers (AE) for electrical systems.

- Liaise with customers and Gloucestershire Hospitals NHS Foundation Trust (GHNHSFT) shared services and key stake holders.

- Deliver clear, concise communication with senior management, technical teams, and contractors, ensuring high-quality service delivery.

Qualifications

Essential criteria
  • Recognised apprenticeship in electrical engineering.
  • Evidence of specialist LV & HV electrical systems training.
  • City & Guilds 2365 Level 2 and Level 3, or equivalent Qualification in Electrical Engineering
  • C&G 2382 18th Edition Qualification
  • C&G 2391 Level 3 Verification and Periodic Inspection & Testing of Electrical Installations.

Experience

Essential criteria
  • Experience in an NHS Operational Estates environment or equivalent.
  • Previous proven experience as an Authorised Person (LV) and Authorised Person (HV).
  • Strong working knowledge of modern electrical services, techniques, and standards.
  • Proven supervisory experience, including performance management and workforce supervision including the management of contractors.
  • Experience in maintenance planning, resource management, and managing projects or contracts.

Knowledge/ Skills

Essential criteria
  • Broad knowledge of modern electrical services, techniques, systems and standards.
  • In-depth knowledge of statutory compliance, including NHS England HBNs, NHS England HTMs, ACOP and electrical safety legislation.
  • Strong leadership and organisational skills, with the ability to manage priorities effectively.
  • Analytical and problem-solving skills, including the preparation of technical reports.
  • Proficiency in job management, reporting, and building management systems.
