Main duties of the job

We have two 12 month secondments for the role of Learning Disability Senior Improvement Manager. This role will involve leading on specific and targeted improvement projects, as part of the Welsh Government's Learning Disability  Strategic Action Plan and Delivery 2022 to 2026. Building upon on the successful programme to date, the team has a renewed remit for the next 12 months with an ambitious programme of work aimed at accelerating improvements in health outcomes for people with a learning disability. Areas of focus include Quality Statements, Health Checks and Reducing Restrictive Practice. This highly visible role will contribute to the wider work of the well-established learning disability team within Improvement Cymru.

We are particularly interested in hearing from those with a background in quality improvement, patient safety, project management and learning disability service delivery.

The post will involve extensive cross boundary working across the health boards, local authorities, voluntary and independent sectors, seeking to break down organisational boundaries to improve learning disability services nationally. Candidates should have knowledge of improvement methodologies and an understanding of the inequalities faced by people with a learning disability. 

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Qualifications

Essential criteria
  • Educated to Masters Degree level or equivalent level of experience working at a senior management/ clinical level or Registered Professional Healthcare or Social Care Qualification requiring registration on a Clinical Professional Register (HPC/NMC/CQSW), e.g. Registered Nurse, Allied Health Professional etc.
  • Evidence of continued professional development
  • Supplemented with appropriate advanced specialist vocational courses (e.g., PRINCE2, PGCE).
  • Project/programme management qualification or equivalent experience in leading programme/projects with demonstrable outcomes.
  • Improvement certification (Improvement in Practice, Lean practitioner level etc.)
Desirable criteria
  • Training delivery qualification
  • Coaching qualification

Experience

Essential criteria
  • Knowledge and expertise of the needs of people with Learning Disabilities.
  • Significant experience in a senior role including staff management / clinical leadership, ideally within the NHS or Social Care.
  • Experience of process/problem analysis, challenging existing thinking and generating improvements and solutions
  • Experience of successfully leading and implementing project driven change management.
  • Experience of mentoring or coaching teams or individuals
Desirable criteria
  • Experience of co-production and collaborative working with stakeholders, including those with a lived experience.

Skills

Essential criteria
  • Ability to work closely with people in other disciplines and form professional working relationships, influencing, negotiation and resolving conflict with regards to change management
  • Ability to communicate highly complex technical concepts and analysis effectively to different organisations and audiences; including formal presentations e.g. Board level.
  • Ability to explain and work with concepts of measurement for improvement to a variety of audiences and to provide practical support for teams in developing measures for improvement
  • Ability to organise, plan and prioritise a diverse range of complex strategic programmes to meet statutory and other deadlines typically involving other disciplines/organisations.
  • Ability to train multi-disciplinary groups including clinical staff through the delivery of multi-organisational training programmes.
  • Can demonstrate initiative, creativity, flexibility and a personal ethos of continuous improvement.
  • Ability to focus, concentrate and accurately complete tasks within given timeframes whilst dealing with unscheduled interruptions e.g., changing priorities.
  • Ability to manage services across organisations.
  • Ability to translate strategy into action.
  • Demonstrable additional specialist knowledge and expertise e.g. advanced presentation and facilitation skills.
  • Understand the requirements of Information Governance in relation to the NHS.
Desirable criteria
  • Knowledge of policy priority and direction in Learning Disabilities in Wales
  • Knowledge of NHS quality improvement agenda and methodologies.

  • Ability to meet the travel needs of the post. (The post-holder will be required to travel to any location as required by the organisation which may be remote and distant and this may mean frequent overnight stays away from home).
  • Commitment to principles of change management.
  • Flexible to meet the needs of the service.
Desirable criteria
  • Welsh speaking.
  • Evidence of values akin to working pro-actively with individuals with learning disabilities.
