Macmillan Genomics Programme Manager

We are looking to recruit an experienced and motivated Programme Manager, to develop a TVCA wide sustainable commissioned model, to deliver the regional plan aligned to the NHS Genomics Strategy published in October 2022.
The model and its development, need to ensure equitable access to cancer genomics testing with appropriate cancer clinical pathways ensuring the plan covers the following four priority areas over the next 5 years:
Embedding genomics across the NHS, through a world leading innovative service model from primary and community care through to specialist and tertiary care.
Delivering equitable genomic testing for improved outcomes in cancer, rare, inherited and common diseases and in enabling precision medicine and reducing adverse drug reactions.
Enabling genomics to be at the forefront of the data and digital revolution, ensuring genomic data can be interpreted and informed by other diagnostic and clinical data.
Evolving the service through cutting-edge science, research and innovation to ensure that patients can benefit from rapid implementation of advances.
The programme will focus largely on the planning and development of all elements of the programme, establishing governance and infrastructure and securing active involvement of stakeholders in its delivery.
The project will focus on project mobilisation and evaluation.

- Plan and organise a broad range of complex activities i.e. pro-actively facilitate agreement and approval of project scope, goals, deliverables and benefits; adjusting strategic plans which may impact multiple service performances.
- Formulate strategic plans across multiple organisations.
- Initiate and develops service improvement across complex multi organisational environments locally.
- Review, analyse and interpret on-going individual project deliverables to assess the impact on achieving the wider programme objectives, and adjust plans accordingly.
- Make dynamic adjustments to project plans to ensure key milestones are met.
- Hold others to account, in line with agreed milestone plans and delivery targets, identifying risks and initial
remedial actions. - Report any longer-term impact at strategic, organisational or operational levels to the Head of Cancer Services and Cancer Alliance to enable the assessment of impact on the other work streams.
- Review new or emerging national guidance and its impact on programme delivery.

Lead and oversee the projects on a day-to-day basis, being responsible for managing allocated resources to ensure overall programme delivery in line with the plans submitted.
Develop and deliver effective engagement and communication strategies working across multiple stakeholders and programmes.
Ability to provide, receive and present and lead discussions of highly complex, sensitive or contentious information to large groups of staff i.e. Cancer Alliance Board and other work stream steering groups.
Ability to persuade board, senior clinical and managerial leads, using own expertise and/or drawing on evidence-based data, of the importance of the programme whilst highlighting risks and outcomes.
Ability to negotiate and motivate senior stakeholders on the delivery of the programme particularly the sensitivities where change in services may affect overall performance.
Make formal presentations to large groups, using multiple media for communicating complex information.
Lead in compiling regular (monthly) progress reports for the Cancer Alliance Board and groups within the ICS assurance framework, identifying and managing risks and issues.
Use highly developed motivational skills to encourage collaborative working and ensure maximum uptake of the programme by stakeholders.
Nurture key relationships and maintain networks internally and externally.

- Educated to Masters level or equivalent experience of working at a senior level in a specialist area within the NHS.
- Professional programme or project management qualification (e.g. MSP/Prince2) or equivalent experience
- Appreciation of the relationship between the Department of Health, NHS England, other Arm’s Length and Executive bodies and individual provider and commissioning organisations within Swindon CCG and the Thames Valley Cancer Alliance.
- Evidence of continuing professional development.

- Excellent interpersonal skills and experience of collaborative working essential, with proven ability to communicate with colleagues at all levels across a wide range of organisations.
