Job overview

We are in the process of establishing long-term capability to deliver the New Hospital Programme - the 3rd largest programme on the Government’s Major Projects Portfolio enabling the delivery of NHS’s Health Infrastructure Plan.

As a Deputy Director for Market Management (Category Management), the post holder will lead and work as part of a dynamic team in delivering an effective service supporting managers

The role will focus on leading the category management team and be responsible for driving all of the category management strategies and ensure alignment with business goals. 

The post holder will drive the definition of current processes, facilitate discussions and advise colleagues and the team as to how best practice might be adopted in the definition of future processes, document those processes as they are agreed and oversee their delivery. 

The role will lead, develop, execute, and continuously improve the category/commodity strategies.  Identify market trends, and opportunities for cost savings and supply chain optimisation.   

The role will involve matrix management within the NHP team.   The postholder will manage the other Senior Category Managers within the Category Management team and collaborate closely with Procurement, Design, Engineering, PMO, Delivery to create cross functional sub teams to ensure where there is cross-over of requirements and a strategic approach is taken in engaging with the market.   

Main duties of the job

The post holder will have accountability and responsibility for the strategic and operational development of the Department. Plans to achieve the strategy will be underpinned by the delivery of short to medium term objectives.

Key aspects of this role will be to: -

Ensure the strategy is formulated, understood by all stakeholders and is delivered utilising all available resources efficiently and effectively.

Ensure the development and management of relevant strategic plans, within the Sector.

Ensure appropriate system and processes are in place to enable the implementation of the strategy plans in the new organisations.

Proactively manage the key risks and issues associated with ensuring appropriate actions are taken to mitigate or respond.

Monitoring and establishing accountability on the overall progress of the strategy to ensure completion within agreed timescales.

Manage the whole budgetary implications of activity.

Avoid the destabilisation of business as usual.

Manage and actively promote the relationships with key stakeholders.

Essential criteria
  • Membership of (or to be currently working towards) the Chartered Institute of Procurement and Supply (CIPS) or World Commerce and Contracting (WCC – formerly IACCM), Royal Institute of Chartered Surveyors (RICS) or equivalents.
  • Educated to master’s level or equivalent level of experience of working at a senior level in specialist area

Knowledge and experience

Essential criteria
  • Minimum of 10+ years of experience in procurement, category management, or supply chain, with a strong focus on strategic sourcing, contract negotiation, and supplier management.
  • Strong understanding of procurement systems (e.g., SAP, Oracle, Coupa), supplier risk management tools, and cost modelling.
  • Proven track record of managing and leading cross-functional teams or projects. Ability to influence stakeholders at all levels of the organization.
  • Experience of successfully operating in and delivering priorities in a partnership environment.

Essential criteria
  • Strong external communications skills in a politically sensitive environment with knowledge of and experience in handling media relations
  • Ability to prepare and produce concise yet insightful communications for dissemination to senior stakeholders and a broad range of stakeholders as required
  • Demonstrable ability to act upon incomplete information, using experience gained to make inferences and decision making
  • Significant ability to analyse numerical and written data, assess options and draw appropriate initiatives
