Job overview
We are in the process of establishing long-term capability to deliver the New Hospital Programme - the 3rd largest programme on the Government’s Major Projects Portfolio enabling the delivery of NHS’s Health Infrastructure Plan.
As a Senior Commercial Governance Lead you will work in partnership with colleagues to support an efficient, effective and robust Governance structure. You will also work alongside other workstreams to aid the delivery of The New Hospital Programme:
· Contributing to and operating effective processes, guidance, templates and business plans.
· Providing commercial governance support for the senior leadership and other teams, as needed.
· Working with others in the production of performance reports and ensure data quality / integrity is maintained.
You will be coordinating with a variety of commercial workstream leaders and stakeholders, to operate and support creation of commercial governance policies to ensure NHP delivers the Government’s Health Infrastructure Plan commitments.
Main duties of the job
The post holder will work as part of a dynamic team in delivering an effective commercial environment supporting managers and staff across NHP Commercial Function (and where necessary the Programme) to ensure the effective commercial governance, assurance and audit compliance. The scope of this role includes but not limited to:
Supporting the establishment and maintenance of necessary NHP commercial and governance forums - Commercial Committee and Commercial Steering Group, Conflict of Interest Panel, etc.
· Ensure programme spend is compliant with the NHS England, Department for Health and Social Care, Cabinet Office, and other spend controls.
· Ensure governance outcomes are appropriately recorded to allow for third party audits.
· Production of Commercial collateral for Programme Governance meetings
· Creating spreadsheets, word sheets and presentations.
· Dealing with email enquiries, responses on commercial Freedom of Information requests.
· Ensure that Programme and external governance stakeholders are engaged in a way that fosters trust.
· Create culture of empowered, collaborative, helpful, ambitious, proactive and content people.
The role supports the business in driving transformation as well as value for money in planning, commissioning and service. The role is designed to build a combination of subject matter expertise and technical skills to develop a strong service delivery.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Essential criteria
- Educated to degree level or equivalent level of experience of working at a senior level in specialist areas
- Supported by professional qualifications e.g. MRICS, MCIPS, IACCM, CMCP, NEC4 ECC PM
Knowledge and experience
Essential criteria
- Demonstrable experience of working in a large infrastructure programme with complex governance structures, interfacing with project managers, planners, risk managers and project controls teams.
- Extensive experience in a variety of Procurement and Contracting models and specifically in Construction and Professional Services NEC based contracting environments, using a range of reimbursement models.
- Demonstrable experience leading commercial resources, agreeing objectives, managing performance and development to ensure staff have the necessary skills and support to deliver in their roles
- Experience of working in an integrated project team involving supplier partnering organisations.
