The Technology Enhanced Learning Team (TEL) delivers innovative programmes and services that facilitate the effective use of learning technologies and simulation-based education. This supports the delivery of NHS England's objectives, as well as those of other stakeholders in the health and care sectors, both regionally and nationally.

The team plays a key role in shaping policy related to educational delivery, workforce transformation, learning and development, and digital technology advancement. It provides thought leadership, guidance, and delivers digital services, programmes, and projects either independently or in collaboration with other initiatives.

We are seeking a Senior Technical Architect to join our Platforms workstream. In this pivotal role, you will lead the development and optimisation of our digital learning platforms within our Azure Cloud infrastructure. Your expertise will be crucial in ensuring our platforms are robust, scalable, and secure, supporting a wide range of educational initiatives.

The TEL Education Platforms Senior Technical Architect (STA) will:

  • Work at a system level and ensure effective technical architecture and solutions advice and support is provided to, developing, ongoing and future development, and to ensure alignment with the wider enterprise.
  • Working with the Service Lead, they will use their strong negotiation and leadership skills to determine current and future states for the organisation and ensure others, many of whom will not be line managed by the post holder, are signed up to this shared enterprise-wide technical vision. 
  • Work to develop an acceptable organisational approach and transition plan for the operational delivery of technical architecture components and wider application and software development activities within TEL and linked where required across NHSE.
  • Work to align the organisation to good and best practice, including the Government Digital Service frameworks (https://www.gov.uk/service-manual/service-standard) and Open Group Architecture Framework (TOGAF) standards.
  • Be responsible if required for the budget and resources related to several services across TEL.
  • Be required to design, deliver, maintain and support the technical environment upon which TEL’s platforms rely to deliver its programme of work. By ensuring the architecture supports a resilient and performant service delivery platform, this role protects the programme’s ongoing delivery.

The STA will work across NHS England and the wider operating landscape, to develop, support and continuously improve the technical architecture models and their lower-level components. 

The role reports to the Deputy Director of TEL within NHSE to ensure coordination and alignment of business requirements and transformation, technologies, applications and data perspectives with the relevant policies, strategies, governance and technology that have been chosen to support a coherent and sustainable approach to managing information and technology.

Qualifications

  • Educated to master's level or equivalent level of experience of working at a senior level in a relevant specialist area.
  • Extensive knowledge of specialist areas acquired through post graduate diploma/master’s degree or significant equivalent proven experience in solutions architecture and specialist knowledge gained through professional development activities undertaken in a range of multidisciplinary fields, primarily relating to Architecture Frameworks and Information Technology and Agile delivery.
  • Evidence of continuing professional development. Committed to ongoing self-directed research and investigation to ensure that emerging technologies are evaluated and explored where appropriate.

  • A professionally recognised qualification in architectural frameworks or architecture discipline for example TOGAF, Zachmann, PEAF, etc.

Knowledge and Experience

  • Able to lead on the development and activation of technical strategies, policies and procedures, ensuring the adoption of commercial and industry best practice and alignment with corporate and DHSC rules and standards, including the adoption of the Government Digital Service Framework. Supporting the TEL team in establishing overall strategic control of the design and structure of TEL’s s information and technology architecture.
  • Experience in developing, implementing and maintaining effectively architected technical solutions in operational environments that are flexible to change, supportive of wider business transformation and continuously improved.
  • Set the strategy and approach for technical decisions on software, development, infrastructure and other technical aspects, and setting the wider governance of the technology domain and providing technical assurance responsibilities in-house and externally
  • Experience in fostering a high degree of collective accountability for solutions architectural decisions operationally, within a strategic framework defined by the enterprise.

Knowledge and Experience. Demonstrable experience in:

  • Delivering digital projects in agile environments.
  • Data and system modelling using UML and other appropriate techniques
  • Experience of developing software applications and services using of Application Services, APIs and Micro-services to build and architect distributed systems, including software engineering and best practice development methods.
  • Experience of leading technical teams, coaching and mentoring colleagues. and recruiting technical candidates. Being a driver of culture change and developing a strong service delivery ethos and approach.
  • Agile (Scrum) delivery development methods, including use of backlog management tools such as Jira
  • Experience of a range of information technologies, such as: • In-house built – legacy and current • Commercial off the shelf (COTS) products • Open-source products and open-standards • Data interchange/API • Cloud based services e.g., Office 365, Azure, AWS and containerisation • Technical architecture and infrastructure.
  • Experience in representing organisations at a national level with stakeholders across the community.

Skills and Capabilities

  • Expert in a field where expertise does not currently exist within NHSE. The STA role will require the assessment of business requirements and the provision of a “best-fit” technological solution, which requires a high level of analytical capability using their judgement regarding the solution provision against a wide variety of conflicting internal and external factors.
  • Must use a variety of planning and organisational techniques, especially “Agile” (Scrum. Lean, KanBan) and understand how they contribute to highly complex, long-term developments that affect the whole organisation.
  • Expected to research and develop several technical theses, such as the optimum data model and the technical choices, dependant on the business context. This will require a continuous programme of research and development.
  • Manage and develop several information systems including interpreting and developing information as a core part of the STA role specifically performance KPIs and other technical metrics e.g., transactions, to define the implications of technical decisions.
  • Analytic Thinking: Proven ability to decompose a supplier solution design into a set of conceptual and logical IS / IT components that can be mapped against NHS England Enterprise Architecture for conformity checking.
  • Analytic Thinking: Evidence of the application of FMEA thinking to a supplier solution and raising of issues appropriately.
  • Assurance of Supplier Solutions: Demonstrable evidence of holding responsibility for the cross architectural dependencies and assurance of supplier technical documentation and solutions in conjunction with strategic objectives, standards and the Enterprise Architecture, ensuring the correct process are followed, issues are resolved, and appropriate risk mitigations are identified and implemented.
  • Supplier Liaison: Demonstrable evidence of leading technical review meetings for contracts and suppliers and liaising with supplier senior technical staff
  • Supplier Liaison: Proven ability in taking part in supplier negotiations (including supplier selection as part of a procurement or selection process) over difficult commercial and technical issues and express organisation’s position clearly and professionally.
