Job overview
We are in the process of establishing long-term capability to deliver the New Hospital Programme - the 3rd largest programme on the Government’s Major Projects Portfolio enabling the delivery of NHS’s Health Infrastructure Plan.
It is widely acknowledged that expectations of public services are changing. With an ever-increasing demand for good quality services to be delivered in a timely and efficient way, it has never been more important that we put value for money at the forefront of our thinking, ensuring that we understand our data and evidence base to design services in the best way.
Key to this is the development of our use of data/business intelligence, both in terms of how we collect, integrate, manage, analyse and present information to inform decisions, and how we manage and get maximum value from the data that we hold.
As the Senior Commercial Portfolio Lead, the post holder will work as part of a dynamic team in delivering an effective service supporting managers and staff across the NHP Commercial team to deliver this across the programme.
Main duties of the job
The post holder will develop effective strategy and operational policies for promoting innovation across the directorate and into wider NHS England. Working closely with colleagues across the sector, ensuring coherent strategy and will:
• Drive the implementation of strategy for, supporting and ensuring alignment across the programme
• Lead reform and support organisational change and uptake of initiatives that support excellence
• Develop and communicate the vision for the role of innovation, and the development of strategy and operational policies to support this vision
• Engage with key strategic regional and national policy makers to inform development of strategy and policies
• Identify examples of national and international best practice and to ensure that NHP and the wider NHS England benefits from relevant innovations in healthcare
• Develop and champion new initiatives or projects as necessary
• Working with providers and clinical experts to design new training products
• Provide expertise of best practice methodologies regulatory requirements, policy imperatives, innovation and technological developments and stakeholders knowledge.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.
Staff recruited from outside the NHS will usually be appointed at the bottom of the pay band.

Essential criteria
- Professional analytical / financial qualification
- Educated to Masters level or equivalent level or equivalent experience of working at a senior level in specialist area.
Knowledge and experience
Essential criteria
- In depth additional expert knowledge of financial interactions and data collections such including ERIC, PLACE and PAM
- Significant experience of data analysis, database management, modelling and reporting/MI including use of NHS Electronic Staff Records data at national and local level
- Understanding of the key drivers of provider / hospital performance and operating model and potential reporting implications
- Experience of delivering insightful points of view from data and ability to present analysis, information and reporting in a clear and logical way
Skills Capabilities & Attributes

- Effectively manage team members and their outputs
- Autonomy to undertake actions as a result of own interpretation of policy and guidance providing a source of expert advice to the organisation
- Have excellent technical analytical skills and statistical knowledge, with experience of Excel, SQL and other modelling techniques
- Ability to provide and receive, convey and present highly complex, sensitive and/or contentious information to large groups, responding openly to questions to ensure full understanding and engagement
