Job overview

The New Hospital Programme is focused on building long-term capabilities to deliver NHS's Health Infrastructure Plan. 

The Capability Development team is tasked with ensuring that the Programme has the necessary skills, resources, and processes to achieve its objectives. 

The team works closely with suppliers, contractors, and internal stakeholders to support the Programme’s capability needs. 

Main duties of the job

Operational Leadership: Lead the Capability Development function, ensuring that the New Hospital Programme is supported by a skilled and well-resourced team. Develop and implement strategies that build and sustain the capabilities required to deliver the Programme effectively. 

Improving Quality and Outcomes: Drive the integration of modern methods of construction, clinical planning, sustainability, digital technology, and new care methods into the Programme. Regularly review and improve processes based on feedback and industry best practices. 

Stakeholder Engagement: Engage with key stakeholders, including Executive and Senior Leadership Teams, suppliers, contractors, and external programme delivery partners, to ensure alignment and support for capability development initiatives. 

Leadership for Transformational Change: Provide strategic leadership and direction to the Capability Development team, fostering a culture of continuous improvement and innovation. Lead initiatives that drive transformational change, ensuring that the Programme remains agile and responsive to evolving needs. 

Financial and Physical Resources: Manage the budget allocated for capability development initiatives, ensuring efficient and effective use of resources.

People Management: Lead, coach, and develop the Capability Development team, ensuring they have the skills and knowledge to perform their roles effectively. Oversee recruitment, training, and development of staff within the team.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Detailed job description and main responsibilities

Capability Strategy Execution: Develop and implement capability development strategies that ensure the Programme has the necessary skills and resources to meet its objectives. Lead initiatives to enhance the technical and operational capabilities of staff across the Programme. 

Supplier and Partner Management: Manage relationships with suppliers and external partners to ensure they meet the Programme's capability development needs. Negotiate and oversee contracts to ensure that terms are met and that services provided align with Programme goals. 

Innovation and Best Practices Implementation: Champion the adoption of innovative practices and technologies across the Programme. Identify opportunities for improvement and lead projects to implement best practices in areas such as construction, clinical planning, and sustainability. 

Leadership and Team Development: Provide leadership to the Capability Development team, fostering a culture of continuous learning and improvement. Develop and mentor team members to ensure they have the skills and knowledge to contribute effectively to the Programme. 

Reporting and Performance Monitoring: Develop and maintain systems for tracking the progress of capability development initiatives. Report on key metrics and performance indicators to senior management, providing actionable insights and recommendations. 

Budget Oversight and Resource Allocation: Manage the budget for capability development activities. Allocate resources effectively to ensure projects are completed on time and within budget, maximising the impact of investments in capability development. 

Compliance and Quality Assurance: Ensure that all capability development activities comply with NHS standards and regulatory requirements. Implement quality assurance processes to monitor and improve the delivery of capability development initiatives.

  • Educated to master’s level or equivalent level of experience of working at a senior level in a specialist area.

Knowledge and Experience

  • Experience of building effective cross-functional working relationships to drive organisational agenda.

Skills and Capabilities

  • Highly developed communication skills with the capability to analyse, review, and make sense of highly complex, sensitive or contentious information across a diverse range of subjects relevant to the post portfolio.
