Job overview

The Directorate of the Chief Data & Analytics Officer includes an analytical service supporting NHS England and NHS Improvement by providing information, analysis and analytical support.  We have an aim of 'do once and automate' wherever possible and therefore produce national products for use by the centre and locally. This approach reduces the analytical overhead enabling us to support local analysis where required and ensures consistency of reporting from Cumbria to Cornwall.

                         

Example projects include:

 

  • Supporting NHS planning by collecting and assuring plans to ensure that the Health system can commission the care their patients need within the resources they have available
  • Monitoring and assurance of delivery against plan within the NHS, taking into account seasonal planning and resilience.  This allows us to understand the true performance of the NHS and identify areas of good or poor performance
  • Developing new indicators to monitor performance, this can involve working with policy leads, commissioners, providers, and other organisations to identify, create and test indicators
  • Assurance of the Health system via the development of indicators across performance, outcomes and patient experience
  • Modelling and in-depth analysis to support the delivery of the long-term plan and to tailor analysis to the relevant regional or national audience.

Main duties of the job

The individual be responsible for the implementation of the national health and social care data strategy across the North West region, with the following key responsibilities:

  • Ensure a clear roadmap that bridges-the-gap between the national health and social care data strategy and ‘on the ground’ action;
  • Work collaboratively across the region to drive up quality and timeliness of data submissions, whilst looking to reduce the burden on front-line staff;
  • Ensure cohesion across digital, data and analysis so that technology serves the user and the problems that we are trying to address.

The NW Analysis team adopts a flexible approach to work activity, meaning that the specific tasks assigned to the post-holder may change in response to business needs.

Detailed job description and main responsibilities

Key Functional Responsibilities

Operational

Ensure that best practice is developed and delivered at organisational and departmental levels. Challenge ways of working and persuade, motivate and influence other senior managers to realign their practice where necessary.

  • Ensure that appropriate implementation plans are employed in line with business objectives and that these are fully cascaded.
  • Personally lead, support and contribute to formal negotiations with senior level internal and external stakeholders, providing a high level of negotiating expertise to secure the most advantageous arrangements.
  • Advise on innovative opportunities and support all departments in their strategies and programmes to maximise service benefits.
  • Oversee the tracking of progress against plans and transition milestones, ensuring appropriate processes are in place to flag issues, risks and concerns with the relevant stakeholders.
  • Ensure the securing of value for money, assuring relevant factors such as quality and governance.

Programme Management

  • Allocate tasks as appropriate, identifying risks, issues and dependencies, considering best practice and current options and ultimately making decisions in the best interest of the project. 
  • Pro-actively manage stakeholders, respond to and resolve conflict when this arises through facilitation or other appropriate mechanisms.
  • Be responsible for a high standard of work supporting the delivery of projects on time, to quality standards and in a cost-effective manner.
  • Maintain the project initiation document and associated plans with regular team meetings to monitor progress and resources.
  • Demonstrate effective stakeholder management.
  • Support other project managers as and when required.
  • Take into account the impact of any change the projects will have on the business and oversee handover of any products to ensure full ownership and buy-in within the business Advocate the projects at senior and executive levels and ensure active engagement and sponsorship within NHS as a whole.
  • Ensure that the projects maintain business focus, have clear authority and that the context, including risks, is actively managed in alignment with the strategic priorities of NHS

Planning and Organisation

  • Contribute to the strategic planning of team projects, identifying interdependencies across projects/functions, potential impacts on the wider organisation, resource requirements and building in contingency and adjustments as necessary.
  • Contribute to short, medium- and long-term business plans, achieving quality outcomes.

Communication 

  • Preparing written publicity communications for a range of internal and external communications channels, including the NW Analysis NHS Futures page.

Person specification

Qualifications

Essential criteria
  • • Master’s degree or Doctorate or equivalent level of knowledge acquired through experience and further training/development
Desirable criteria
  • • Professional qualification in APMG Change Management, APMP, Prince2 or other recognised project management methodology

Knowledge

Essential criteria
  • Knowledge and in-depth experience of understanding how data and analysis can be used to answer questions in health and/or social care
  • Understanding of data analytics methods, including machine learning and artificial intelligence technologies, their application and the value analysis can add to the health system.
  • Excellent oral and written communication skills, including the ability to communicate highly complex ideas to a range of audiences where there are significant barriers to acceptance which need to be overcome in a hostile, antagonistic or highly emotive atmosphere;
  • Ability to effectively plan and manage complex projects and deliver work of a high standard with conflicting and demanding deadlines;
Desirable criteria
  • Experience of a senior management role in a complex environment
  • Experience of co-ordinating and managing multiple, complex projects
  • 2Experience of preparing reports on operational issues for senior management at Director or Board level;
