Head of Organisational Development - New Hospital Programme

The purpose of the Head of Culture and Organisational Development role is to:

· Create and establish an inclusive culture, where all New Hospital Programme staff can thrive, embedding ways of working and behaviours that align with NHP values

·     Act as the client ‘custodian’ of one source of truth for the development, transformation and maturity of NHP’s operating model across all phases of the programme, ensuring NHP’s development as an organisation enables delivery of critical programme activities and strategic objectives

·     Drive and maximize the positive impact of the New Hospital Programme on individuals and communities across the NHS (employing 1.5m people) and society as a whole

  Develop and drive the embedding of cultural and organisational development strategies and initiatives that positively impact individuals working across NHP, Trusts, and wider government supporting the transformation of ways of working and the building of enduring skills and capability.

         Develop business plans and provide expert strategic and policy advice and guidance on Culture, Organisational Design and Development, Social Value and EDI matters.

·        Design and oversee the measurement and reporting framework to assess the impact and effectiveness of organisational development, EDI and social value strategies.

      Monitor and evaluate the performance of social value and EDI initiatives, making necessary adjustments to achieve desired outcomes and enhance NHP’s social impact.

          Drive the development of equality, diversity, and inclusion approaches, fostering a culture that positively impacts the NHP’s performance and overall success.

Embed equality, diversity and inclusion in all areas of NHP, including the people plan, adhering to the measures defined in the NHSE and government standards.

·         Manage Culture, Organisational Development, Social Value and EDI risks ensuring they are appropriately identified, and controls and/or mitigation is in place, escalating to the People Director where needed.

Support the People Director in senior stakeholder engagement and aligning the Directorate to strategic objectives and business needs.

New Hospital Programme is the 3rd largest programme on the Government’s Major Projects Portfolio enabling the delivery of NHS’s Health Infrastructure Plan.

The Programme is committed to changing the way hospitals are built and achieving significant savings through repeatable design, modern methods of construction, and innovation in sustainability, digital technology and new care methods.

The NHP’s People Directorate will have the courage to do things differently and attract and inspire a passionate workforce to achieve the very ambitious goals of the Programme.

  • Educated to Masters level or equivalent level or equivalent experience of working at a senior level in specialist area.

Knowledge & Experience

  • Experience in developing and implementing organisational development strategies within large organisations or across complex programmes.
  • Experience in developing and implementing EDI and social value strategies within large organisations or across complex programmes.
  • Good understanding of the complexity of EDI issues in a large organisation, and how to drive an inclusive culture that addresses inequality.
  • Knowledge of the NHS landscape and the challenges and opportunities in improving social value within this context.
  • Experience of leading major change initiatives with entrepreneurialism in a challenging organisational environment.
  • • Proven and significant leadership experience and/or formal management qualification.

  • Significant experience of understanding and implementing organisational design techniques within complex public sector organisations or programmes
