Our Organisation

The NHS is building a culture that is positive, compassionate and inclusive – and we all have our part to play.

As employers we are committed to protecting and promoting the physical and mental health and wellbeing of all our colleagues. This underpins our values as set out in the NHS Constitution and supports us to be an Employer of Choice, while helping our colleagues to deliver high quality services for our patients and communities.

As a flexible employer, we want to support you to work in a way that is best for the NHS, our patients and you. Talk to us about how we might be able to accommodate a flexible working arrangement whether that’s a job share, part time, hybrid working or another flexible pattern. In addition, although the role advertised may have a ‘home’ office base indicated, we remain committed to supporting flexibility around workplace locations. If it works for the service, we will do our best to make it work for you.

Job overview

The Financial Oversight and Delivery team in the NHS England Finance and Planning Directorate is recruiting a Finance Analyst - In Year Reporting (System and Commissioner).

This is a fantastic opportunity to be at the heart of work to support the NHS. We:

  • work closely with government to agree NHS funding;
  • ensure the NHS lives within its annual budget;
  • decide how to distribute the funding to the different NHS services and parts of England;
  • support innovative programmes that improve the care and experience of NHS patients or people using NHS services;
  • set out the financial and performance priorities the NHS should be delivering each year;
  • report how much the NHS has spent on providing services each year;
  • explore how the NHS can make the best use of its money.

As a Finance Analyst you will be a key member of the team and will play an important role supporting all aspects of the work of the team which includes:

  • Oversight of the monthly financial position of the NHS
  • Financial reporting template and tool design, build, distribution and collection
  • Managing movements in allocations across commissioning bodies
  • Engaging with internal and external stakeholders
  • Conducting analysis using the information that we collect

Main duties of the job

As part of this role you will work to a fixed, monthly timetable to ensure the accurate and timely reporting of the financial position. The main duties of the job are outlined in the assignment brief. Please use your application to demonstrate the following skills.

  • Ability to work flexibly across the team when required. We operate a matrix working model so you will be expected to use your skills and experience to fill any shortfalls in capacity across the team as required.
  • Ability to work on own initiative; organising and prioritising your own workload to set and often tight deadlines.
  • Clear communication skills; the role will involve query management and issuing of national communications / guidance via a mailbox.
  • Excellent IT skills including Excel and other Microsoft applications. As part of the role you will be exposed to tools and applications such as VBA, Power Automate, Power BI and Oracle (ISFE) to collect and analyse financial information and so an aptitude for learning new IT skills is essential.
  • The team undertakes regular testing of reporting tools and so the ability to follow processes and attention to detail are key.
  • Educated to degree level in relevant subject or equivalent level of experience of working in a finance role at a similar level.
  • An understanding of the NHS financial framework and processes including how funding flows in the NHS.

Working for our organisation

The NHS England board have set out the top-level purpose for the new organisation to lead the NHS in England to deliver high-quality services for all, which will inform the detailed design work and we will achieve this purpose by:

  • Enabling local systems and providers to improve the health of their people and patients and reduce health inequalities.
  • Making the NHS a great place to work, where our people can make a difference and achieve their potential.
  • Working collaboratively to ensure our healthcare workforce has the right knowledge, skills, values and behaviours to deliver accessible, compassionate care
  • Optimising the use of digital technology, research, and innovation
  • Delivering value for money.
