Job overview

The National Speciality Advisory (Emergency Medicine) will work to the Regional IUEC teams and National Clinical Director for IUEC to provide clinical leadership, advice and strategic oversight of emergency medical services. The will assess and advise on the services’ clinical safety, governance and effectiveness within their respective region as well as providing advice, when needed, to the National Clinical Director. The post holder will help develop and deliver best practice across the field of emergency medicine, working closely with local teams and wider stakeholders.

At a national level the Emergency Medicine Regional Clinical Advisor will offer clinical expertise in relation to IUEC and represent emergency medicine services at regional and national forums as needed. They will engage at a national level with other clinical leads and NHS England leads as required; providing regular progress updates to regional and national teams, as well as other stakeholder groups.

Main duties of the job

National Speciality Advisory (Emergency Medicine) you will be part of the Senior Management function of the UEC Transformation Team, within the Directorate of Integrated Urgent and Emergency Care (IUEC) You will have direct experience of Emergency Medicine (EM) and proven expertise to better understand the issues relevant to ED pressures.

Whilst the role is advisory rather than operational, operational experience as Head of Department or Clinical Service Lead or equivalent would be expected.  The post holder would be expected to deliver their responsibilities primarily via telephone, teleconference and email rather than physical meetings/ attendance at specific sites. 

The potential scope is wide-ranging and not specifically task limited but would include:

  • Using Model Hospital Data including the Admitted Patient Breach Rate (APBR) and Aggregated Patient Delay (APD) to identify Trusts carrying the greatest risks to patient safety and outcomes.
  • Monitoring of ED and urgent care performance within the region
  • Identifying trends in performance  and advising on causes of such trends
  • Represent the ‘voice of the emergency physician’ in discussions and plans to alleviate visible markers of poor system flow e.g. corridor queues.
  • You will engage with stakeholders inside and outside NHS England as required to promote the UEC transformation programme.

Detailed job description and main responsibilities

Key Functional Responsibilities

  • Provide advice to the National Clinical Lead for A&E on short term operational issues within the region relevant to A&E departments
  • Prepare a quarterly report of the above for the Senior Management Team (SMT).
  • Provide the Directorship of Emergency & Elective Care expert guidance on clinical issues relating to the improvement of emergency care systems.
  • Report monthly to the National Clinical Advisor (A&E) NHS England
  • The Post holder will maintain patient confidentiality at all times and adhere as appropriate to NHS Improvement’s and/or local ‘whistle blower’ policies.
  • The post holder will ensure that he follows client Trust’s hospital infection prevention and control (HIC) policies and procedures to protect patients, staff and visitors from health care-associated infections.
  • The post holder is expected to act as a role model upholding high standards of professional behaviour, integrity and courtesy and always acting in the best interests of patients.

Operational

  • Responsible for delivering / promoting strategy and innovation and supporting operational excellence in the Sector. Working with a range of data, facts and situations often requiring detailed analysis and interpretation making decisions on the most appropriate approach.

Essential criteria
  • Educated to masters level or equivalent level or equivalent experience of working at a senior level in specialist area.

Knowledge & Experience

Essential criteria
  • In depth knowledge acquired over a significant period of time of leading, developing and implementing national programmes of work;
  • Proven and significant leadership experience and/or formal management qualification.
  • Proven experience of leading and delivering complex change and strategy development programmes in a politically sensitive and complex environment

Skills & Capabilities

Essential criteria
  • Highly developed communication skills with the ability to communicate on highly complex matters in a politically sensitive environment
  • Ability to form highly developed and successful working relationships with colleagues both internal and external to the organisation
  • Ability to manage multiple projects at any one time, ensuring they are kept on track and problems are solved quickly and effectively
