Job overview

The postholder will lead the Systems, Data and Insight team, which enables the Central Commercial Function (CCF) and wider health system to deliver improved commercial technology and insight.

The vision for the CCF team is to develop and adopt technology that provides the NHS with insight into procurement value and savings opportunities and outcomes. This means that from an ‘operational aspect’ procurement and supply chain data will be collected, normalised and visualised once, nationally, and made available to relevant users to help improve their operational effectiveness, efficiency and resilience.

Where feasible and desirable the NHS will implement and adopt standard systems (e.g. Atamis). Wherever this is not feasible or desirable, the NHS will implement and adopt systems to common data specifications, with automated data flows to ensure national intelligence.

The collection of data once means that the NHS commercial community collectively has a single line of sight on commercial opportunities.

To deliver on this vision there are three requirements areas the post holder and the wider System, Data and Insight team focusses on:

· Rolling out and ensuring adoption of technology to undertake and provide visibility of commercial activity

· Building analytics and insight services around the NHS Spend Comparison Service and Model Health System to drive improved commercial outcomes

· Setting data governance standards to improve data quality and the insights delivered

Main duties of the job

The associate director of commercial systems, data and insight will lead a team in developing an effective commercial, procurement and supply chain data and systems strategy. With a focus on NHS Integrated Care System and Provider data, the job holder will lead on engagement with a wide range of NHS organisations and priority programmes, DHSC, external alliances and stakeholder groups to promote innovation and drive end-to-end excellence.

The core focus of the post holder will be to determine requirements for and harness the potential of (1) data in and outputs and (2) technology solutions (i.e. workflow automation and enablement) along commercial, procurement and supply chain process domains to optimise operations and enable effective insight on national, regional and integrated care system commercial activity.

As the leader of the team, the post holder will support the ambitions of the wider Commercial Directorate to support NHS England and health systems in England to improve quality, efficiency and value of commercial service delivery by identifying and reducing the unwarranted variation, driving process efficiency and increasing data-led insight – ultimately improving the commercial performance of the system.

The post holder will have accountability and responsibility for the strategic and operational development of the team and its strategy. Plans to achieve the strategy will be underpinned by the delivery of short to medium term objectives.

Qualifications

Essential criteria
  • Educated to Masters level or equivalent level or equivalent experience of working at a senior level in specialist area.

Knowledge & Experience

Essential criteria
  • In depth expert knowledge acquired over a significant period of time in the following areas: a. Process optimisation b. Technology solution requirements development, specification, selection, implementation and optimisation c. Analytics and data visualisation d. Data Science experience – big data analytics and modelling
  • Subject matter expertise across a number of key areas relating to commercial systems, data and insight
  • Proven and significant leadership experience and/or formal management qualification
  • Significant experience and understanding of project management methodologies, or a Prince 2, or managing successful projects practitioner.

Skills, Capabilities & Attributes

Essential criteria
  • Extensive experience of delivering presentations to large groups of stakeholders in often pressured and politically sensitive environments
  • Ability to prepare and produce concise yet insightful communications for dissemination to senior stakeholders and a broad range of stakeholders as required
  • Ability to analyse highly complex issues where material is conflicting and drawn from multiple sources (verbal, written and numerical).
  • Demonstrable ability to act upon incomplete information, using experience gained to make inferences and decision making
  • Demonstrable leadership, vision, strategic thinking and planning with highly developed political skills
