Director of Intermediate Care and Rehabilitation

The post holder is responsible for delivering the key workstream of Intermediate Care and the Better Care Fund.

This includes
1)    Acting as Director for the key workstreams of the Intermediate Care programme, and the NHS Director responsible for NHS policy and delivery elements of the Better Care Fund.

2)    Responsible for delivery of milestones and objectives


3)    Leading the team, through networks with regional and ICS leads to support providers to implement the discharge to assess agenda.

4)    Working across government to deliver the collective aims of the Better Care Fund.


5)    Supporting the National Director by anticipating and resolving risks and issues; building effective working relationships with stakeholders and colleagues; and deputising where necessary

This requires extensive experience of managing complex health and care programmes at senior level.

Key Functional Responsibilities

The Director for Intermediate Care and the Better Care Fund is responsible for the delivery of key objectives including:

•    Policy lead for the roll out of the Intermediate care framework, incorporating community rehabilitation and reablement.


•    Director lead for the BCF programme team, supporting all three accountable partners and NHS policy lead.

•    Delivery of the associated iUEC strategic and operational outcomes ensuring they are aligned with the programme objectives.

•    Deliver the ambitions of all programme through system leadership working across the organization and government, regions, commissioners, providers and cross sector health, social and VCSE stakeholders securing commitment.

•    Deliver goal of ensuring the appropriate system and processes are in place to enable the implementation of the iUEC plans.

•    To brief senior executives, including ToTo and government, when required.

•     To support the spread of best practice across the country, and to contribute to identifying and supporting systems with particular challenges.

Financial and Physical Resources

•    Responsible for running cost and programme budgets, including the Better Care Team programme budget, ensuring adherence to the Group’s budget, ongoing monitoring of expenditure against budget and ensuring the appropriate documentation is available for scrutiny.


•    Act in a way that is compliant with Standing Orders and Standing Financial Instructions in the discharge of budget management responsibilities.


•    Constantly strive for value for money and greater efficiency in the use of these budgets and to ensure that they operate in recurrent financial balance year on year.


•    Responsible for providing guidance, management and assurance on the procurement of identified products, equipment, services and facilities.

•    Budget setting across a range of areas/services, managing and monitoring related activity, liaising with Finance colleagues to ensure appropriate costings, and ensure compliance with standing financial instructions.


•    Responsible for ensuring adherence to the directorate budget, ensuring appropriate documentation is available for scrutiny. Constantly striving for value for money and greater efficiency.
