Job overview

The Demand Insights Team is a small virtual team within the Chief Financial Officer Directorate. The team:

  • Work with teams across NHS England to assess demand for NHS services, trends in usage and likely changes overtime.
  • Identify demand trends and projections including from across other health care systems and industries and how they will apply in the NHS. This includes undertaking primary and secondary research, and may include publication of this research.
  • Act in an advisory capacity across the organisation for all demand analysis across urgent and emergency care, primary care, elective care, and wider preventative care.
  • Bring together and agree demand assumptions for key set piece events such as Spending Reviews and work with stakeholders to ensure these are credible.
  • Synthesise evidence and information to understand and identify evidence-based interventions and their impacts on trends overtime.
  • Ensure insights inform the delivery of NHS plans and development of future strategies.
  • Lead and drive transformational change and service improvement at senior levels.
  • Lead and coordinate teams responsible for delivering standards, guidance and outcomes to support delivery of demand influencing objectives.

Main duties of the job

The team are currently focussing on:

  • Health and Work
  • Mental Health
  • A growing set of wider projects commissioned by the CEO and CFO and currently being scoped out.

The team consists of the Director of Demand Insights and a virtual, multi-disciplinary team of analysts working in advanced analytics, data science, behavioural insights as well as policy development and strategy professionals.

This role is a key part of the team, responsible for the management of high priority projects commissioned directly by the CEO and CFO.

Programme and Project Management

Essential criteria
  • Deliver significant programmes or group of projects for NHS England targeted at improvements in health outcomes for the public.
  • Manage the whole lifecycle through to effective closure of a number of programmes relating to system change, ensuring excellent governance throughout
  • Lead on change programmes and facilitate the uptake of initiatives that support and embed excellence within the health system.

Service Improvement

Essential criteria
  • Be a champion for best practice, learning from experience and from others, supporting the spread of innovation within the organisation and beyond.
  • Accountable for the delivery of, robust, information systems to ensure that all project documentation is stored and used effectively (PID, dashboards, highlight reports, risk and issues logs etc).
  • To act as a champion for patients and their interests and involve the public and patients in the policy development and decision-making of NHS England.

Analysis & Judgement

Essential criteria
  • Demonstrate a flexible approach to the development and delivery of new programmes where necessary within the scope of NHS England.
  • Interrogate and analyse, sometimes highly complex and contentious, information to support the delivery of clear project reporting and project outcomes
  • Develop key performance indicators and milestones for specific programmes and projects, managing conflicts and ensuring that interdependencies are managed effectively.

Financial Management

Essential criteria
  • Constantly strive for value for money and greater efficiency in the use of budgets and to ensure that they operate in recurrent financial balance year on year.

People Management

  • Responsible for recruitment of new team members.

  • Advise on innovative opportunities and support all departments in their strategies and programmes to maximise service benefits.

  • Contribute to the development of strategic processes and polices that support the embedding of project management philosophy within the wider organisation and across health and social care.
  • Develop policies relating to the delivery of specific programmes, and work with team members to develop programme management policies that apply across NHS England and beyond, within the boundaries of programmes of work.
