This post is part of the senior structure for the Chief Operating Officer Directorate. The purpose of the COO Directorate is to lead on performance and improvement for the South East Region including:

  • monitoring performance against annual operating plans and constitutional standards
  • delivering bespoke improvement support to systems via the virtual improvement hub to optimise their overall performance and reduce unwarranted clinical variation
  • leading the co-ordination of regional operational planning and assurance.

This role is positioned within the Chief Operating Directorate, reporting directly to the Director of Operational Improvement, with responsibility for:

  • The line management and conduct of the Regional Control Centre, including the Regional Operations Centre and the Regional Delivery Unit
  • The running of the Regional Operations Centre which is a critical component of managing daily activity.
  • The ROC also acts as the single point of contact for the region, ensuring communications both in and out are delivered in a timely and consistent manner
  • In conjunction with the Deputy Directors of Performance – Performance and Delivery, management of regional briefings and information for internal and external assurance
  • In conjunction with the Deputy Directors of Performance – UEC.

The post holder will have accountability and responsibility for the strategic and operational development of the Department/Directorate//Sector.

Plans to achieve the strategy will be underpinned by the delivery of short to medium term objectives.

Key aspects of this role will be to: 

  1. Ensure the strategy is formulated, understood by all stakeholders and is delivered utilising all available resources efficiently and effectively.
  2. Ensure the development and management of relevant strategic plans, within the Sector.
  3. Ensure appropriate system and processes are in place to enable the implementation of the strategy plans in the new organisations.
  4. Proactively manage the key risks and issues associated with ensuring appropriate actions are taken to mitigate or respond.
  5. Monitoring and establishing accountability on the overall progress of the strategy to ensure completion within agreed timescales.
  6. Manage the whole budgetary implications of activity.
  7. Avoid the destabilisation of business as usual.
  8. Manage and actively promote the relationships with key stakeholders.
  9. Lead the programme management function of the RDU to support delivery of strategic programs of work across the region e.g. transformation or cost improvement programmes.

  • Educated to Masters level or equivalent level or equivalent experience of working at a senior level in specialist area
  • Experience of project and programme management techniques and tools such as Prince 2 or Managing Successful Projects

Experience

  • Extensive recent senior operational management experience in an NHS provider organisation.
  • Proven senior level experience of leading and delivering complex change and strategy development programmes in a politically sensitive environment
  • Experience in delivering QI programmes and applying a QI approach, including developing measurement, evaluation and benefits realization
  • Experience of successfully delivering operational productivity including cross organisational cost improvement programmes

Skills

  • Ability to influence and persuade senior stakeholders e.g. system / board directors
  • Strong external communications skills in a politically sensitive environment with knowledge of and experience in handling media relations
  • Ability to analyse highly complex issues where material is conflicting and drawn from multiple sources (verbal, written and numerical).
  • Ability to provide informative reporting on operational and financial information and report this at Board level
