Job overview
The Deputy Director, Highly Specialised Services leads on multiple projects and programmes relating to highly specialised services. These are often complex streams of work without pre-determined outcomes, involving the development of matrix teams to support the work and relationships with stakeholders within the national specialised commissioning team, other parts of NHS England including regional teams, ICBs, providers, clinicians, networks and patient representatives.
Main duties of the job
The specific responsibilities include:
· Leading on the commissioning of 80 highly specialised services and on implementing innovative treatments
· Leading the Highly Specialised Commissioning Team including setting and ensuring the delivery of the annual work programme for the Highly Specialised Commissioning Team.
· Leading on NHS England’s delivery of the England Rare Diseases Action Plan
· Mobilising services to deliver highly specialised services treatments recommended by NICE, including those accepted on the Innovative Medicines Fund, and through NHS England clinical commissioning policies.
· With Regional colleagues, implementing the new operating model for retained highly specialised services
· In partnership with NHSBT and DHSC, implementing the recommendations of the Organ Utilisation Group report
· Undertaking provider selection exercises to select or reselect expert providers.
· Overseeing the commissioning of services to deliver ATMPs, whether these are in highly specialised services or not
· Providing commissioning leadership to the development of service specifications and the setting of national standards; working with the clinical advisory structure to ensure appropriate clinical input.
· Coordinating the formulation of proposals and submitting applications for national funding.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.
Staff recruited from outside the NHS will usually be appointed at the bottom of the pay band.

Accountable for the development and delivery of multiple programmes agreed with NHS England and provide subject matter expertise around programme management.
Accountable for the management and delivery of highly complex programmes, integrating the outcomes of multiple programmes.
Accountable for ensuring that there is fully integrated working between colleagues and subject matter experts on the planning, scoping, design and delivery of programmes that impact across the wider health and social care system.
Accountable for ensuring that programmes of work are fully integrated with one another and that conflicts in the delivery and outcomes are managed appropriately.

Education / Training / Qualifications
Essential criteria
- Educated to masters level or equivalent level of experience of working at a similar level in large and complex organisations.
Knowledge and Experience
Essential criteria
- Significant experience at a senior level in a large and complex environment.
- Significant operational, policy implementation, management and transformational change experience.
- Experience of leading and managing teams to be successful and motivated.
- Policy development across large scale complex organisations or sectors often with a national impact.
Skills / Abilities
Essential criteria
- An ability to handle highly complex matters and contentious issues.
- Leadership, vision, strategic thinking and planning with highly developed political skills.
- Ability to make difficult decisions when required, often in the absence of complete information High level critical thinking skills
