Job overview

NHS England are now recruiting for our Deputy Chief Financial Officer – Operational Finance.

This is a fantastic opportunity to be at the heart of work to support the NHS. We:

·       work closely with government to agree NHS funding;

·       ensure the NHS lives within its annual budget;

·       decide how to distribute the funding to the different NHS services and parts of England;

·       support innovative programmes that improve the care and experience of NHS patients or people using NHS services;

·       set out the financial and performance priorities the NHS should be delivering each year;

·       report how much the NHS has spent on providing services each year;

·       explore how the NHS can make the best use of its money;

·       look at how spend on building or equipment can improve the care and experience of people using NHS services.

·       consider how nationally we use these resources to improve healthcare outcomes, reduce inequality, improve health and support the NHS.

As the Deputy CFO for Operational Finance you will be a key member of the NHS England Leadership team. In your role you will help the NHS to live within its £169 billion pound budget and play a leading role in shaping the future financial framework.

Main duties of the job

Reporting to the Chief Financial Officer of the NHS in England, this role will help manage and ensure that the NHS in England lives within its budget of more than £169 billion through leading our national financial planning & reporting and financial control teams. The role also leads on the national NHS capital investment agenda and how we help systems in distress recover and deliver excellent services to patients. The post holder will also play a key role in the development and delivery of the One NHS Finance programme which is a network of financial professionals and organisations offering training, innovation and support across the NHS in England.

The post holder will be a high profile and visible leader to the NHS finance community in England, and will lead an inclusive and talented team committed to delivering the integration agenda and the NHS Long Term Plan whilst ensuring financial sustainability for the future. This is a senior, intellectually challenging leadership role which will operate in a complex and changing environment. The role therefore requires an exceptional and experienced senior leader who will be able to demonstrate outstanding relationship management skills and the ability to build credibility and trust with senior colleagues across the NHS and government. Regular travel to London/Leeds/Nationwide will be required.

Ensure that NHS England can appropriately account for the c£130bn allocated to systems and for the overall funding allocation for NHS England.

·       Support the Chief Financial Officer in ensuring that the NHS lives within its annual budget as determined by Government and delivers value for money through its stewardship of available resources. This includes capital, revenue and cash

Person specification

Qualifications

Essential criteria
  • excellent academic record at 1st degree (or above) or equivalent experience working at a very senior level.
  • CCAB qualified with extensive experience and full up to date membership and continuing professional development

Knowledge

Essential criteria
  • Significant Senior Management level experience (at Board level) within the NHS and the credibility to act as a peer leader to the NHS CFO community. An in-depth awareness of the current commissioner and provider finance landscape and operations across all elements and an ability to navigate the wider health, social care and political landscape.
  • Significant experience of shaping and delivering a number of national or other major programmes, being clear on benefits, able to solve complex policy issues as well as practical challenges. Able to assimilate complex and lengthy information and make decisions within an ambiguous and fast-moving environment.
