Job overview

The Finance and Planning Directorate in NHS England is looking for talented, diverse, highly motivated people. The Financial Systems and Services team is now recruiting for a Head of Primary Care Operational Finance.

This is a fantastic opportunity to be at the heart of work to support the NHS. We:

·       work closely with government to agree NHS funding;

·       ensure the NHS lives within its annual budget set by Parliament;

·       decide how to distribute the funding to the different NHS services and parts of England;

·       support innovative programmes that improve the care and experience of NHS patients or people using NHS services;

·       set out the financial and performance priorities the NHS should be delivering each year;

·       report how much the NHS has spent on providing services each year;

·       explore how the NHS can make the best use of its money;

·       look at how spend on building or equipment can improve the care and experience of people using NHS services.

·       consider how nationally we use these resources to improve healthcare outcomes, reduce inequality, improve health and support the NHS.

As the Head of Primary Care Operational Finance, the post holder will lead a new dynamic team in developing and delivering an effective service supporting managers and staff across the NHS England Group and wider NHS. 

 

Main duties of the job

The team offers high profile, fast-paced projects. This requires adaptability, rigor and innovation and provides exciting development opportunities for those developing their careers in the NHS, health or the public sector.

The successful candidate will be particularly responsible for;

 

·       Leading the delivery and development of primary care operational finance processes across NHS England and the wider NHS landscape, including general practice, pharmacy, ophthalmic and dental services

·       Liaison with key stakeholders within NHS England and other organisations to contribute to primary care policy development and implementation

·       NHS England customer lead for primary care finance services provided by NHS Business Services Authority and other key relationships such as PCSE (Primary Care Services England)

·       The post requires CCAB qualification with minimum of five years post qualification experience

·       The successful candidate will be able to demonstrate a significant track record of leadership in a key NHS finance process area, commensurate with this 8d NHS finance role

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Essential criteria
  • In depth expert relevant knowledge acquired over a significant period in NHS organisations within finance, with evidence of successful delivery
  • Evidence of post qualifying and continuing professional development
  • Must understand the background to and aims of current healthcare policy and appreciate the implications of this on the role

Skills

Essential criteria
  • Significant leadership and influencing skills required for the role
  • Highly developed communication skills required with the ability to communicate on highly complex matters and difficult situations
  • Ability to provide and receive, convey and present highly complex, sensitive and/or contentious information to large groups
