Job overview

The NHS Cancer Programme sets the agenda for Cancer services in England.  Working with patients, clinicians, charities and across the public sector, our aim is to reduce preventable cancers, diagnose cancer earlier, increase survival and improve the quality of life and experience for cancer patients.  We develop national policy and strategy, and work with our Cancer Alliances across the country to transform services for patients and deliver the Cancer ambitions set out in the NHS Long Term Plan. 

The Cancer Analysis and Insights Team (CAIT), wbrings together long-standing Cancer analytical teams. The aims of the team are to:

  • Provide analytical insight to support the Cancer Programme in developing Cancer Policy, strategy and delivery, and monitor progress towards the ambitions in the NHS Long Term Plan.
  • Maximise opportunities provided by the new NHSE Data and Analytics Operating Model.
  • Facilitate a Cancer analytical Community of Practice across NHSE, Cancer Alliances, Regions, ICBs and trusts.
  • The CAIT Evaluation team leads and provides evaluation support to the Cancer Programme’s key projects and initiatives. Current evaluation projects that CAIT are supporting to deliver are:
  • The Faster Diagnosis Standard
  • Targeted Lung Health Check Programme
  • Colon Capsule Endoscopy
  • Community Pharmacy cancer referrals
  • Liver pilots
  • Pancreatic cancer case finding
  • Innovation

Please note that the reason for the fixed term of this contract is the incumbent taking a one-year career break.

Main duties of the job

The Senior CAIT Manager for evaluation will work closely with the other CAIT analytical leads (who are based in Data and Analytics) to provide senior leadership in the provision of timely data, analysis and evidence to the NHS Cancer Programme.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Detailed job description and main responsibilities

 The post holder will:

  • Lead the commissioning of Cancer evaluation projects and procurement of services to support evaluation delivery, working with a range of suppliers including NIHR, CSUs, research organisations and Universities.
     
    Understand the principles of good quality evaluation and where necessary be able to draw in evaluation expertise to design and quality assure these evaluations to ensure they provide robust, relevant and timely social research-based advice and expertise to the NHS Cancer Programme and Cancer Alliances across the country.
  • Manage large scale external, high profile, research and evaluation projects including the lung cancer screening programme and the overall evaluation of our innovation programmes.
  • Manage internal research and evaluation projects, overseeing and building capacity within the team to deliver qualitative and quantitative analytical work. 
  • Lead the development of analytical solutions, including establishing Information Governance requirements and legal bases (such as exploring methods of consent, completing data protection impact assessments and obtaining Secretary of State Directions), and methods of sharing and analysing data in innovative ways (such as through the Secure Data Environment).
  • Provide advice, giving persuasive explanations of complex concepts orally and in writing to a range of audiences (internal and external), in a clear and accessible manner.
  • Build and manage collaborative relationships across the health system, including with other colleagues in Data and Analytics; Cancer Alliances; clinical experts; the Cancer Programme team; and contractors.
  • Work with other CAIT Leads to manage resources.  Develop and manage all staff, providing appropriate coaching and support and maintaining a strong and united team which is located across the country.

Qualifications

Essential criteria
  • Educated to Degree level in a relevant subject (such as Social Research or related-analytical discipline) or equivalent level of qualification or significant equivalent previous proven experience in specialist area.

Knowledge and Experience

Essential criteria
  • Able to lead a large programme of research and evaluation work that considers and reflects the wider NHS or specific sector context.
  • Understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement.
Desirable criteria
  • Experience of working with multiple sets of health related data and information systems in health related organisations.

Skills and capabilities

Essential criteria
  • Strong understanding of the principles of good quality evaluation.
  • Numerically fluent, and confident in handling and using data.
  • Knowledge of routine sources of health data (e.g. hospital episode statistics, birth and death registrations) and data on determinants of health.
  • Strong written and verbal communication skills.
