Job overview
The Hospital Operations (HO) workstream is part of the Transformation Directorate which supports the NHP vision and strategic objectives from an operations lens. The work is currently formed around 4 areas:
- Hospital 2.0 Target Operating Model
- Assurance
- Operational Readiness
- Estates and Facilities Management
As Estates Senior Manager the post holder will work as part of our dynamic estates and facilities management team in delivering an effective programme of work. Key areas of activity include leading the Estates Services elements for the estates and facilities team during design meetings, business case reviews, operational readiness assurance activities and development of New Hospital Programme guidance and support products in collaboration with key stakeholders.
You will need to work with the wider team to create evidence-based operating model for new hospitals and set about answering any areas that are not understood with research learning from and capturing the voice of Patient, Public and professional groups.
The role supports the business in driving transformation and innovation as well as value for money in planning, commissioning and service. The role is designed to build a combination of subject matter expertise and technical skills to develop a strong service delivery.
Main duties of the job
The post holder will support the Head of Department and their team to ensure that their workstream programme is planned and managed effectively and take the lead in assisting in their successful delivery:
Key responsibilities
- Lead on the development and delivery of Estates services across the NHP programme.
- To be responsible for advice within Estates as appropriate to the agreed needs of the NHP programme.
- To network, influence and build effective relationships with a diverse range of stakeholders to identify requirements, win support and achieve the programme objectives.
- Provide expert advice and interpretation on matters regarding Estates compliance legislation as they apply to the healthcare estate.
- To work effectively with internal and external partners, and other stakeholders, to achieve positive results including through collaborative working.
- To develop and lead a team that will drive and support high performing Directorate activity.
- To ensure that service within the Estates division support the needs of the NHP programme, delivering appropriate guidance at key milestones.
- Research and influence innovation and new technology within healthcare Estates services..
- Deputise for the Head of EFM when required

Qualifications
Essential criteria
- Educated to Masters level or equivalent level of experience of working at a senior level in specialist area.(Engineering/ Building Services)
- Corporate Member of recognised professional organisation such as CIBSE, IET, IHEEM, BIFM
Desirable criteria
- Post graduate Management qualification, e.g.. PgCert or PgDip. MBA in Business Management
Knowledge and Experience
Essential criteria
- Demonstrate significant senior management experience gained in hospital or public sector environment
- Demonstrate significant senior management experience in a complex building services environment
- Understanding of specialised practices, specific Estates, building and engineering installations and expertise within the specialism, e.g. Disability, Discrimination Act, Health & Safety, Health Technical Memoranda’s, energy conservation
- Experience in delivering new initiatives
- Comprehensive experience of project principles techniques and tools such as Prince 2 and Managing Successful Projects
- Experience of managing and motivating a team/virtual team and reviewing performance of the individuals
Desirable criteria
- Specialist knowledge of Estates management, building construction and engineering installations
