Job overview

This is a key role in the Innovation, Research and Life Science Strategy (IRLSS) Senior Management Team. As Deputy Director of Digital Innovation, the post holder will lead and work as part of a dynamic team in delivering an effective service supporting managers and staff across the Digital Innovation Team.

Main duties of the job

The post holder will have accountability and responsibility for the strategic and operational development of the team. The postholder will have to work closely alongside the Deputy Director for MedTech Innovation to ensure policy and programme alignment.

Key aspects of this role will be to:

  • Ensure the policy and strategy for Digital Innovation, across clinical pathways and specialties in the NHS, is formulated, understood by all stakeholders and is delivered utilising all available resources efficiently and effectively.
  • Ensure that policy and strategy provide a systematic approach to adoption of beneficial, value for money, health technologies, locally, regionally and nationally within the NHS.
  • Ensure development and management of relevant strategic plans, within the Sector.
  • Ensure appropriate system and processes are in place to enable the implementation of policy developed and strategy plans in NHS organisations.
  • Proactively manage key risks and issues associated with ensuring appropriate actions are taken to mitigate or respond.
  • Monitoring and establishing accountability on the progress of the policy and strategy development and delivery to ensure completion within agreed timescales.
  • Manage the budgetary implications of activity.
  • Avoid the destabilisation of business as usual.
  • Manage and actively promote relationships with key stakeholders.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Detailed job description and main responsibilities

The main responsibilities will include leading all activities in the Digital Innovation team, such as:

  • Maintain a good knowledge of emerging policies from government departments, the organisation in defining the strategy. In order to support delivery of the NHS Long Term Plan.
  • Lead on policy development within Digital Innovation with impact across the organisation, including:

-          Policy development and awareness of products pre-NICE approval to support NHS readiness

-          Policy development to improve uptake of innovative NICE approved products into NHS organisations

  • Lead work with relevant clinical and commercial teams to support approval, adoption and purchasing of innovative products
  • Make recommendations, provide advice and prepare strategic reports/briefings as required.
  • Develop business plans and provide expert strategic and policy advice and guidance on all areas of the portfolio.
  • Develop and present detailed reports summarising status on issues, appraising outcomes, and providing progress reports for senior staff or groups of staff as directed from time to time, tailoring the content to meet the needs of the audience.
  • Working across multiple agencies both within and outside of the NHS, equivalent to a directorate when compared to other NHS provider organisations.
  • Support the Director in senior stakeholder engagement and aligning the function/strategy from strategic objectives and business needs.
  • Work across the wider organisation to agree prioritisation of blocks of work and related resource allocation.
  • Motivate and inspire staff throughout the strategy to role model leadership and innovation

Secondments

Person specification

Knowledge

Essential criteria
  • Knowledge of key players and trends within the technology sector and able to support broader market intelligence of the AAC team within those sectors
  • Knowledge of approaches and methods to developing clinical trial and real world evidence for technology products, including digital health technologies

Experience

Essential criteria
  • Knowledge and experience of the development pathway for products within specific technology sector, including digital health technologies, and experience of working with or in companies developing products, ideally within NHS environment
  • Knowledge and experience of the specific barriers, levers and incentives to adoption of relevant technologies within the NHS including commissioning, commercial, data, evidence generation, procurement, reimbursement, implementation, evaluation and regulatory requirements

  • Knowledge and experience of deploying products in local health care setting.

Qualifications

Essential criteria
  • Educated to Masters level or equivalent level or equivalent experience of working at a senior level in specialist area.
