This is a key role in the Innovation, Research and Life Science Strategy (IRLSS) Senior Management Team. The Deputy Director of Innovation (Policy & Strategy) will work as part of a dynamic team in delivering an effective service supporting policy and strategy staff whilst driving innovation priorities, including translating policy into practice.

The postholder will have:

·       Extensive knowledge of the life science and innovation ecosystem including key organisations and trends, with the ability to support broader market intelligence of the IRLSS

·       Knowledge and experience of the development pathway for innovative products within a specific technology sector and an understanding of working with or in companies developing products, ideally within NHS environment

·       Senior experience in the uptake of innovation in either the NHS, industry or a senior policy making role in government or national bodies in NHS service transformation

·       A nuanced understanding of the specific barriers to adoption of relevant technologies within the NHS including commercial, data, procurement, and regulatory requirements

·       Extensive experience leading large-scale strategy development and delivery, preferably in the innovation or research sector, including working with government bodies, ICSs, industry, and HINs

·       A track record of creating strong collaborative partnerships across organisations, agreeing shared priorities and developing work plans against those areas.

·       Strong level of technical and scientific knowledge in relevant field and ability to engage with innovator companies on technical and scientific detail related to technology

A key leadership role within IRLSS, key aspects of this position will be to:

·         Lead policy and strategy programmes, projects and ad hoc requests, including:

o   Develop an overarching strategy for IRLSS that will inform processes such as a Spending Review and public commitments.

o   Ensure the Innovation Ecosystem Programme (IEP) delivers to its objectives, reporting into NHS Executive with a dotted line into the Life Science Council, and that the recommendations inform IRLSS’s operating model

o   Scoping and assigning new requests from the Transformation Directorate (TD) and IRLSS for Life Sciences Policy and Strategy support, and allocate team members according to capacity and skillsets accordingly.

o   Provide other ad hoc leadership support at requests are received by NHSE executives and / or Ministers.

·         Support innovation priorities working closely with the IRLSS Innovation team (which includes the Medicines Innovation, MedTech Innovation, Digital Innovation and Innovation systems teams), ensuring that the findings from the policy and strategy programmes are integrated and aligned to innovation work. Including:

o   Lead policy development and awareness of products pre-NICE approval to support NHS readiness 

o   Lead policy development to improve uptake of innovative NICE approved products into NHS organisations including supporting the development of the Integrated Rules-Based Pathway for HealthTech alongside the MedTech Innovation Team.

o   Lead Innovation workstreams, which may include policy development, policy delivery and/or programme delivery.

o   Provide additional support and capacity to the Innovation team as required, including in response to high priority, time sensitive ministerial requests.

·         Manage and actively promote relationships with key stakeholders, including Ministers, NHSE executives and industry.
