Job overview

NHS England has an exciting opportunity for a talented policy professional to join its Central Policy team.

Central Policy is a dynamic, versatile team that:

·         Leads a diverse portfolio of national policy and legislation projects on issues of strategic importance to the NHS in England,

·         Provides policy advice and support to other teams and helps co-ordinate public policy development activity across NHS England,

·         Provides leadership to NHS England’s policy and strategy profession, building policy skills and capabilities across the organisation, and

·         Manages NHS England’s accountability to Government and Parliament, including select committee appearances and assurance against the Government’s mandate to NHS England.

Main duties of the job

The post holder will work flexibly to support the delivery of Central Policy team functions, taking the lead on specific projects and work areas which will change over time. 

They will be required to:

·         Deliver short, medium and longer-term projects on a range of different areas of national health policy and legislation development and implementation using core public policy skills, including research and critical appraisal of evidence, issue-based problem solving, stakeholder engagement and partnership working and effective writing and briefing.

·         Establish and maintain effective relationships with teams across NHS England, and with the Department of Health and Social Care and other officials in Government and Parliament

·         Handle sensitive, political and contentious issues appropriately, including the appearances of NHS England representatives at parliamentary select committees

·         Use expertise and judgement to provide advice and make recommendations to senior colleagues on complex policy and legislation issues.

·         Work at pace when required, managing and taking ownership of projects or project workstreams, identifying interdependencies and overseeing delivery to meet deadlines and agreed outcomes.

·         Work flexibly across the Central Policy team and contribute proactively to team development activities.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

  • Educated to masters level or equivalent level of experience of working at a senior level in specialist area.

Skills

Essential criteria
  • Well-developed critical thinking, problem-solving and communication skills, with the ability to analyse and appraise complex information; identify risks and opportunities, generate options or solutions and proactively resolve problems; develop sound recommendations; and provide high quality written and verbal briefings to senior colleagues.

Experience

Essential criteria
  • Excellent relationship management, influencing and negotiation skills; and demonstrable experience of dealing with stakeholders on difficult, sensitive and/or controversial issues.
  • Considerable experience of developing national policy and an understanding of policy levers and public policy-making processes, including the development and implementation of legislation and parliamentary scrutiny.
  • Experience of delivering results by working collaboratively with others, independently, and through effective management of team members, to ensure success, including experience of coaching/supporting team members to develop key skills, and actively pursuing their own development.`
Desirable criteria
  • Understanding of the health and care landscape and NHS policy framework in England, including the structure of the NHS in England and NHS England’s role and accountability to Government and Parliament, and relationship with other critical stakeholders.
