Job overview

Working within the Learning Disabilities and Autism team as part of the MHLDA Programme the Oliver McGowan Project Coordinator will be expected to support each of our West Yorkshire (WY) places to build their local infrastructure for rolling out Oliver McGowan training and facilitate the appropriate assurance to NHSE on behalf of NHS West Yorkshire Integrated Care Board. 

The post holder will be required to work collaboratively across the system, with colleagues working in Learning Disabilities, Neurodiversity and Workforce roles.

Key roles and responsibilities:

  • Being the West Yorkshire system expert on the Oliver McGowan training rollout across West Yorkshire
  • Keeping up to date, performing in line and providing assurance to the NHSE expectations for Oliver McGowan training
  • Coordinating the Oliver McGowan training steering group across the system, reporting into the WY governance structures and ultimately the MHLDA Partnership Board  
  • Having oversight of the funding allocations for Oliver McGowan training and working with finance and procurement departments
  • Being responsible for providing regular assurance reporting to NHSE, liaising with places to provide accurate positions 
  • Attending regional and national Oliver McGowan training forums on behalf of WY partners and communicating information upwards/downwards as required

Main duties of the job

This role will predominantly be home based, however there is an expectation that the post holder will attend some weekly and monthly meetings across West Yorkshire.

In the day to day role the post holder would be expected to (but not limited to):

  • Deliver against organisational, team and personal objectives, achieving quality outcomes, prioritising own workload and working to tight deadlines demonstrating a high level of flexibility.
  • Monitor and evaluate risks and issues using national and local systems as information and tracking mechanisms to enable a proactive approach to resolution and escalation processes including operational system pressures.
  • Test and review new concepts, models, and practices including the continued development and improvement of the LD/ND programme and the ICBs approach to the management of operational pressures.
  • Take a key role in the team on the collection, analysis and presentation of data utilising all available routes and databases including both qualitative and quantitative information.
  • Contribute to the management of performance information, taking a lead for specific projects.
  • Undertake complex and detailed information analysis of specific projects/reports requiring high levels of concentration.

Detailed job description and main responsibilities

The Oliver McGowan Project Coordinator will:

  • Work independently to project manage and coordinate the role out of the national training programme across the West Yorkshire partnership.
  • Be involved in supporting senior managers in the LD/ND programme.
  • Support the Learning Disability and Autism team in executing its functions effectively. This includes taking a lead role in ensuring all activities are well planned and managed effectively, taking a continuous improvement approach to ensure the successful delivery of the team objectives.
  • Will be required to build and maintain relationships with a wide variety of stakeholders across all levels of management ensuring clear and effective lines of communication.
  • Be responsible for the preparation of correspondence and complex papers, as directed by team managers.
  • Work with members of the team and key stakeholders to investigate the causes of any variance from plan/delivery targets and contribute to the implementation of solutions and the ongoing monitoring to inform further strategic direction.
  • Contribute to the development and implementation of performance and governance strategies to support and inform future improvement programmes.
  • Lead on the development, implementation, monitoring and evaluation of new information systems and the development and maintenance of databases required to meet the teams’ and individual objectives.
  • Support the development of internal and external communications where required by regular contact with ICB teams, stakeholders and the wider partnership.
  • Provide relevant and timely specialist advice and guidance on matters relating to the teams workplan where required.
  • Continually strive to deliver value for money to ensure productivity and greater efficiency with the directorate and wider ICB including the targeting of resources, monitoring spends, implementing, evaluating and delivery of plans.
  • Provide specialist training, advice and support on own role/responsibilities where necessary.
  • Contribute to ensuring there are processes in place for spreading and sharing learning and outcomes.
  • Contribute to and support the planning and performance directorate’s programme of work and, where required, lead specific projects and their evaluation and continuous monitoring.
  • Update, maintain, organise, gather, and analyse information to predict/meet future organisational and team needs by identifying best professional practice.
  • Contribute to the review and development of existing information management systems including the development of digital platforms to support the team and wider programme.
  • Organise and participate in relevant meetings coordinating the agendas and associated paperwork including the follow-on actions to ensure the agenda is moved forward. Chair the meetings where required.

The core responsibilities of the postholder will be to:

  1. Support place teams connected to the Oliver McGowan training ensuring that the portfolio of tasks and projects are planned, coordinated and executed to achieve the agreed objectives and deliver targeted outcomes. This will include the development, implementation and evaluation of the tasks/projects through the provision of high-quality support including the planning, review, and analysis of complex information across a range of specialties.
  2. Organise and participate in relevant meetings, coordinating the agendas and associated paperwork including the follow-on actions to ensure the agenda is moved forward and deadlines are met. To chair the meetings where required.
  3. Take a proactive approach towards managing and prioritising their workload and ensure that all requests and arising issues and queries are appropriately recorded, escalated and followed through to ensure a complete response and maintain the integrity of the team.
  4. Ensure and maintain accurate and open communication and co-ordination with a range of stakeholders across all levels of partner organisations and external and internal colleagues. This will include researching and drafting correspondence, papers and leading the development and execution of reports.
  5. Support and inform the targeting and prioritisation of resources including monitoring of spend to ensure that all available resources are used wisely and effectively.
  6. Be a key member of the team demonstrating a level of flexibility required to support the delivery of the teams’ objectives.

Person specification

Educated to A Level / NVQ / QCF Level 3 or equivalent experience

Essential criteria
  • Educated to degree level in relevant subject or equivalent level of experience of working at a similar level in specialist area. Further training or significant experience in project management, financial management or supporting change management processes.

Experience in project management

Essential criteria
  • To have experience in project managing and providing assurance to decision making bodies

To have working knowledge of all applications of MS Office Suites

Essential criteria
  • Working experience or qualifications in Outlook, Excel, Word, Powerpoint, MSTeams and Sharepoint

Experience of presenting detailed information and servicing meetings

  • Presenting complex and detailed information at Board level, experience in managing and servicing meetings. Must include minuting meetings at higher levels, agenda preparation and action log maintenance

Have experience of working in a fast paced environment with competing priorities
