Job overview

The post holder is key technical & specialist leadership role with responsibility for leading data and analytics systems development capability for Airedale NHS Foundation Trust and Bradford Teaching Hospitals NHS Foundation Trust.

They will provide highly-specialist advice and guidance in the identification of appropriate technologies to allow both organisations to collect, process and visualize data.  This includes the use of analytical techniques to d propose and design solutions for reporting, including but not limited to architecture, business logic and visualisation layers.

They will work collaboratively with stakeholders across business and clinical domains at both organisations ensuring that solutions identified are unified and consistent whilst still providing bespoke functionality as required.

Leading on new ways of working the role will enhance the current service provision and lead on the transformation of reporting delivery across clinical and professional teams.

The post-holder will work as part of the team to maintain existing data extract processes from operational system which populate Trust Data Warehouses, ensuring clear and accurate documentation covering all processes is in place and supplemented with routine data integrity audit and checking procedures.

They will work to agreed objectives and be guided by national policy with the freedom to interpret and implement these for the organisation.

Main duties of the job

Leads on requirements gathering and scoping of new information systems, web application and report providing high-level oversight of the requirements moving into development and then business as usual reporting. Requires close working with the Business Intelligence and Data Warehouse colleagues as well as multi-disciplinary across the Trusts.

Act as the lead technical specialist on the design, development, documentation, implementation, and maintenance of web-based developments using core Microsoft technologies such as C# .NET.

Take a leading role in the systematic review, monitoring, and improvement of data integrity through automated validation processes. This will require judgement in assessing highly complex technical information to lead the Trust data warehouse.

Support dashboard and report development by working with the analyst colleagues to develop the required datasets and manage any technical processes.

Be proactive in ensuring Information Systems are prepared for changes in local and national guidelines.

Essential criteria
  • Educated to degree level or substantial relevant /equivalent experience
Desirable criteria
  • Project Management qualification/experience

Knowledge

Essential criteria
  • Expertise in data analysis and data architecture design techniques
  • Experience of systems development approaches and the technical application of these
  • Expertise in information management techniques coupled with good understanding of the operational aspects of an acute Trust & how Information can support clinical, business & management decision-making.
  • Excellent understanding of strategic issues affecting the Trust, both local and national
Desirable criteria
  • Knowledge of project management methodologies and techniques for planning, monitoring and controlling projects including risk management.

Skills

Essential criteria
  • Advanced skills in the manipulation of data through the use of Microsoft technologies including SQL Server Management Studio, SQL Server Integration Services, SQL Server Analysis Service and SQL Server Reporting Services
  • Strong experience with front-end technologies such as HTML, CSS, and JavaScript
  • Good knowledge of C# and .NET
  • Good knowledge of using APIs and web services to integrate applications.
  • Excellent leadership and influencing skills, ability to enthuse, motivate and involve individuals and teams.
  • Excellent people management skills, proven ability to engage, coach, mentor and motivate others.
  • Highly advanced data presentation skills using PowerBI / SSRS

Experience

Essential criteria
  • Proven high level analytical and problem-solving skills including the ability to think beyond boundaries, and using own expert knowledge, consider different approaches and solutions to Information requirements from the Trust, resolving conflicting approaches.
  • Clear understanding of NHS patient activity information, statutory data requirements, data definitions and performance measures including commissioning and RTT
  • An in-depth understanding of the NHS Information Agenda. NHS information flows, the NHS data model and using its data sets, NHS structure and strategic drivers.
Desirable criteria
  • Track record of working on full software development lifecycle projects
