Job overview

As an Emergency Preparedness, Resilience and Response (EPRR) Manager the postholder will report to the Senior EPRR Manager (Geography) and will be responsible for supporting the delivery of an effective EPRR service across the East of England.​

The postholder will manage selected geographical localities, liaising closely with partners and systems to provide specialist EPRR/incident management knowledge and support in respect of emergency planning, business continuity and resilience matters.​

Main duties of the job

This role has an on-call function and, as such, the postholder will ensure that the management of planned and unplanned incidents, operations and events is effective and efficient, and carried out in accordance with current best practice, guidance and legislation. This will involve joining an EPRR duty manager rota which provides cover 24/7/365.​

The post holder will be required to work within the Regional Operations Centre, Victoria House, and provide support to the planning and delivery of virtual and face to face training and exercises.​

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

The post holder will be required to travel to the office and partner organisations to engage with and provide assurance of their geographical area of responsibility.

 

This is a maternity cover post of 8 months with the start date of 1 October 2024.

Person specification

Qualifications and knowledge

Essential criteria
  • Professional EPRR qualification (e.g DipHEP) or equivalent level of operational experience at a similar level in healthcare or public sector environment.
  • Excellent understanding of legislation, policies and procedures within a complex EPRR environment and competent in providing EPRR policy advice/acting as a tactical advisor on a range of complex topics to senior stakeholders and the ability to apply this within the local context.

Skills

Essential criteria
  • Able to develop, review and amend EPRR plans taking into account learning from incidents and exercises, including the ability to conduct after action reviews/post incident/exercise debriefs.
  • Able to develop and facilitate emergency planning exercises across the Region

  • Recognise the importance of diversity and inclusion (including the EPRR impact on health inequalities) in delivering our role in the health and care system.
  • Ability to travel to and work from the Regional Operations Centre, Victoria House, Fulbourn and the flexibility to work weekends and bank holidays on a shared rota basis due to the nature of a 7-day a week / 365 days a year service provision
