Job overview

The role will develop, implement and manage multiple services with the aim of providing effective governance towards project delivery. They will take ownership of PMO services and work with the project and technical teams to ensure any developed processes are successful.

 

The role will support the business in driving transformation through the identification and definition of Programmes of work, and will ensure value for money in planning, and commissioning of these programmes.

Main duties of the job

The post holder will support the management of the implementation of innovation and target operating model projects and programmes for Arden & GEM or Arden & GEM customers. 

 

The role will lead cross-disciplinary teams, in order to define, develop and deliver solutions and supporting processes required to meet an agreed set of requirements.

 

The post holder will be accountable for delivery of the defined requirements to agreed timescales and costs.

 

The role will be responsible for the definition and management of an overall programme plan and budget.

 

The role will be responsible for ensuring that the solution can be operated effectively once it has been delivered and for transitioning new services into delivery.

 

The role is required to have a combination of business expertise, related to Arden & GEM and its customers and programme management expertise in order to ensure effective service delivery.

Detailed job description and main responsibilities

Core Duties and Responsibilities (Key Result Areas)

 

· A skilled program leader, with experience and expertise in leading and delivering complex change

·         Highly organised, methodical, analytical approach to planning and execution

·         A dynamic, action orientated style of leadership able to galvanise teams to deliver

·         Able to identify and capture best practice and spread knowledge and innovation

·         A strong communicator, written and verbal both internal and external stakeholders

·         Working with innovation and TOM teams to plan, manage and report on all workstream deliverables

· Ensuring project resources are in place for each of the deliverables within the VP area 

· The role will be able to provide key aspects of senior programme management and delivery for the project/programme, including organisation, development, implementation and evaluation of strategy and corporate priorities.

· Ensuring progress reporting, risk and issue management, managing the relevant programme delivery team’s business support function, developing and maintaining the team’s project or programme scope, PID and plan is delivered and monitored to a high standard.

 

Key Working Relationships

               Is required to develop key relationships with a broad range of stakeholders and maintain networks internally and externally

               To work in partnership with others and as part of cross directorate teams to deliver successful outcomes.

               Participate in relevant task groups/work streams and initiatives to provide programme governance, reporting, support with plans and programme advice and expertise

               Close liaison with Finance to develop, agree and monitor Programme budgets

               Link with managers and members of other functions, to address inter-dependencies and ensure alignment between programme components,

               Close liaison with the Marketing and Communications team on marketing activities.

 

Support programme boards/sub-groups and ensure secretariat arrangements function well:

               Provide and receive highly complex, sensitive and contentious information, presenting information to a wide range of stakeholders in a formal setting.  This may include;

o   financial information

o   organisational change information

o   information related to customers

               Provide leadership on establishing standard operating procedures for a multidisciplinary project delivery team

               Provide expertise in managing business support, including developing and managing the team’s business plan, progress and reporting risk and issue management

               Be responsible for corporate business returns, including planning and workforce returns as appropriate

               Maintain a content management system to ensure information is properly managed and best practice is shared across the team, and the wider NHS organisation

               Ensure training & development activities across the team are up to date

               Be a champion for best practice, learning from experience and from others, supporting the spread of innovation within the organisation

Contribute to performance improvement, taking a lead for identified areas as follows:

               Develop thorough project plans which; are aligned with any overall Programme timetable, meet the strategic direction of the organisation and minimises unnecessary disruption to stakeholders involved in the process.

               Responsible for development of detailed delivery plans and milestones for each intervention within the project

               Responsible for risk management and risk mitigation

               Provide coordination of and participate in relevant working groups and provide project advice, expertise and support where requested.

               Provide relevant and timely specialist advice and guidance on own portfolio.

               Responsible for investigating the causes of any variance from plan and proactively contribute to the implementation of solutions.

               Responsible for management of a risk and issues tracking mechanism and the resolution and escalation processes.

               Apply best practice and make decisions to ensure the project is delivered to time, cost and quality.

               Maintain the project initiation document and associated plans, undertake regular team meetings to monitor progress and resources.

               Ensure the flexibility of the project if required to meet conflicting/changing requirements.

               Provide support and advice to other project managers as and when required.

               Take into account the impact of any change the projects will have on the business and oversee handover of any products to ensure full ownership and buy-in within the business.  Act as an advocate for the project at senior and executive levels and ensure active engagement and sponsorship within NHS as a whole.

               Ensure that the projects maintain business focus, have clear authority and that the context; including risks, are actively managed in alignment with the strategic priorities of Arden & GEM or its clients.

 

Financial and Physical Resources

               Responsible for managing project budgets and resources for the Innovation and TOM workstreams through on-going monitoring of expenditure against budget and ensuring the appropriate documentation is available for scrutiny.

               Responsible for regular reporting on the targeting of resources and monitoring their implementation from a value for money perspective.

               Ensure project expenditure is monitored accordingly.

 

People Management

               Operate in a flexible and demanding environment that requires management of a virtual, distributed project team drawn from a number of functions and organisations.

               Lead the coordination of training, development and recruitment activity across the Team.

               Responsible for the recruitment of staff.

               Carry out appraisals for team members

               Develop positive working relationships, in order to support an effective matrix approach to achieve the business objectives.

               Act as a first line manager for Band 5 Project Support Officer

               Managing third parties (such as consultants/interims) to ensure deliverables are met in a timely manner and within budget.

 

Information Management

               Responsible for establishing key governance meetings in order that the accountable officers are informed on progress and can take necessary action as required

               Responsible for provision of detailed reporting to the overarching governance meetings across the wider program, ensuring this report reflects the position of the projects under the postholders responsibility

               Devise and provide improvements to current programme management information and reporting and suggest processes to enhance decision making.

               Ensure timely and accurate reporting to management on agreed areas of work.

               Planning and Organisation

               Contribute to the planning of work streams and overall programme, identifying interdependencies, and potential impacts on wider organisation, resource requirements and building in contingency and adjustments as necessary.

               Contribute to the development of an Agile methodology to programme management and service redesign

               Contribute to short, medium and long term business plans.

 

 

Policy and Service Development Implementation

·         Contribute to the review and development of existing information management systems and contribute to the development of an integrated approach to, service or initiative management.

·         Develop policies and procedures in own work function with an impact on the wider organisation, as required.

Qualifications

Essential criteria
  • Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area
Desirable criteria
  • Educated to Post-graduate degree level in relevant for e.g., Management Studies subject or equivalent level qualification or significant experience of working at a similar level in specialist area

Knowledge

Essential criteria
  • Demonstrated experience of delivering successful transformational or change projects within priority programmes.
  • Understanding of the complexity of health and social care systems
  • Evidence of continued professional development.
  • Demonstrated experience of co-ordinating projects in complex and challenging environments.
  • Experience of managing risks and reporting.
  • Experience of drafting briefing papers and correspondence at senior management team level.
  • Understanding of the change to more collaborative and integrated ways of working as opposed to individual organisational perspective and competition.
  • Experience of setting up and implementing internal processes and procedures.
  • Comprehensive knowledge of project principles, techniques and tools, such as Agile/Scrum, Prince 2 and Microsoft Project

  • Demonstrated experience in a Healthcare environment.
  • Understanding of the changes within the NHS – Integrated Care Systems/ Integrated Care Boards/Place/Provider Collaboration and Primary Care Networks.
