The Trust is seeking an experienced, driven, strategic leader to support the executive function in the development and leadership of the Performance, Planning and Governance functions of the Trust and strategic planning process in the delivery of the 5 year forward plan.

The successful candidate will be responsible for the staff and budget management of the Performance, Planning and Governance functions as well as representing the trust at senior regulatory events internally and externally. The role is key to delivering the strategic 5 year forward plan in line with the NHS England's (NHSE) compliance framework. The successful candidate will do this by guaranteeing that the trust meet the regulatory standards of NHSE, Care Quality Commission, Commissioner’s legally binding contract and NHS Resolution through ensuring there are safe and effective systems and processes in place. You will also deliver against the full range of national targets and standards set for the trust utilising the right measurement systems and managing any variance in these requirements back into place. This will be done by developing the organisations Business Intelligence/Informatics to support reporting, performance management and analysis capabilities including innovation and continuous improvement to the practices developing the “ward to board” structures.

Main duties of the job

You will lead key committees such as Audit, Risk and Assurance Committee while taking active involvement in other key intermixed committees such as Finance and Performance and the Quality Committee. From this you will be negotiating and communicating complex, contentious and highly sensitive information that leads to agreement, implementation and delivery of key goals. A major factor in this delivery will be utilisation of strong interpersonal, engagement and negotiating skills ensuring strong stakeholder management, this stakeholder management will including building in strong relationships with Medical Directors and members of the Clinical Policy Group.

Qualifications/ Training Required

Essential criteria
  • Master’s level degree or equivalent portfolio of experience gained within relevant field.
Desirable criteria
  • Management qualification

Knowledge and Experience

Essential criteria
  • Senior manager with significant experience at or above a band 8D.
  • Experience and full understanding of how to qualify as a top performing organisation within the NHS regulatory framework.
  • Experience of contract management (ongoing management of contracts and contract negotiations).
Desirable criteria
  • Knowledge and full understanding of NHS risk management standards and delivery of NHSLA.
  • Experience in producing the trust strategic plan, annual plan and/or quality account

Skills and Abilities

  • High level of interpersonal and communication skills.
  • Strong ability to analyse situations and recommend strategic course of actions to achieve objectives effectively.
