This is an exciting opportunity to join the senior management team at NEASUS, the subsidiary company of North East Ambulance Service. The role is varied, covering both the quality control of new vehicles but also striving for excellence in all compliance standards across the business.

The Conversion and Compliance Manager has two main areas of focus;

  Vehicle Conversion 

  • The role is to ensure that the process of building new vehicles (and modifying existing ones), including ancillary and medical equipment remains rigidly in line with specifications, the expected build quality and delivered on time.

There will be a need for travel and time away from the base location. 

      Compliance and Quality Control

  • The health and safety of our colleagues is our highest priority and this part of the role is to ensure that all colleagues adhere to the regulations, rules, policies and laws that apply to the business and that there are safe systems of work which ensure that quality and safety as well as compliance is maintained and improved.

 The role covers all areas of the NEASUS business including compliance on vehicles, workshop equipment,  medical equipment, hygiene and any processes covered by COSHH, LOLER, PUWER, MOT station compliance etc.

PLEASE NOTE: Although advertised on NHS Jobs, this contract is with NEASUS and not NHS.

North East Ambulance Service Unified Solutions (NEASUS) is a wholly owned subsidiary of North East Ambulance Service NHS Foundation Trust (NEAS) which covers an area of around 3,230 square miles and serves a population of more than 2.71 million people.

NEASUS are made up of a team of experts with extensive knowledge and experience in the following areas:

  • Fleet Management - Continuous and consistent awareness of the status of all operational vehicles across your fleet to make informed management and operational decisions.
  • Vehicle Servicing & Repairs - Commercial vehicle and van servicing and repairs, carried out by our highly trained technicians.
  • Fleet Fitting & Equipment - Vehicles equipped according to regulatory and clinical best practice to perform a specific care response.

Core Duties - Vehicle Conversion

The postholder will;

  • take a lead for NEASUS on the development of vehicle specifications and the selection, purchase and conversion of new vehicle
  • oversee all vehicles conversions, ensuring no avoidable warranty issues are allowed to leave the factory / supplier before being rectified and that suppliers strictly adhere to the agreed delivery schedule
  • be expected to design and implement resolutions to practical and theoretical technical difficulties with suppliers and clients responsible for the specification.
  • complete the final sign-off for each vehicle and clearly show that the original overall vehicle chassis and body conversion specification has been met and subject to any further equipment installation, the vehicle is ready to enter service.
  • Check that goods and materials received are reconciled with the standards applicable to the same Original Equipment Manufacturer items and original specifications.
  •  complete all relevant paperwork as required for finance, compliance and audit trails and oversee warranty issues arising in the first 6 months of vehicle use
  • ensure that all relevant vehicle details are supplied for entry onto the Fleet Management system.
  • manage the transfer of free-issue kit to convertors prior to work commencing
  • oversee any modifications of vehicles post-conversion and in some cases, undertake these modifications.

Duties -  Compliance & Quality Control

The postholder will;

  • be responsible for ensuring that all tools and equipment used in the repair and maintenance of vehicles and equipment are certified/calibrated and that appropriate records of this are maintained and schedules adhered to.
  •  take a lead on health and safety for the business and the sites it operates from
  • act as Information Asset Owner for the vehicle and equipment diagnostic systems within Fleet Services, ensuring the ongoing development and maintenance of these systems and associated processes.
  • To oversee the recording of and response to health and safety incident
  • review and advise on the inspection and servicing content of vehicles and equipment/hygiene in conjunction with the Workshop, Equipment and Hygiene Manager
  • check that goods and materials received are reconciled with the standards applicable to the same Original Equipment Manufacturer item
  • carry out periodic checks to ensure vehicles are compliant with standards applicable at the point of conversion and any subsequent changes in standards.
  • ensure records are kept up to date, demonstrating that vehicles comply with all regulatory requirements e.g. MoT, Equipment Maintenance, Hygiene regimes, etc.
  • manage quality control processes for all sub-contractors, ensuring compliance with health and safety, vehicle specifications and any procurement legislation
  • be responsible for the production and development of the NEASUS environmental commitment and advising on the development of a low carbon fleet and estate
  • be responsible for maintaining compliance with current Hazardous Waste legislation relating to the disposal of waste produced by the Fleet activity including setting up contracts for the disposal of waste products and to effectively manage these contracts
  • maintain all Health and Safety requirements and safe working practices and organising any risk assessments deemed necessary and all the associated documentation. This includes personnel records when staff are monitored for potential health issues.

Education and Qualifications

  • NVQ3 or above in a relevant discipline. Significant specialist knowledge in this area of work. E.g. procurement regulations, H&S and QA systems. Full driving license

  • IOSH Managing Health and Safety Level 2 or equivalent experience / qualification. ISO – BSI Automotive Auditing Certified. Health and safety management qualification MOT site manager qualification. Project management qualification. (Driving license to include category C1)

Knowledge

  • Knowledge and application of quality management systems. Competent in use of IT systems and software packages. Specialist knowledge of vehicles. Excellent verbal and written communication skills.

  • Ability to develop, collate and analyse information in order to produce supplier performance against KPI’s for management reports. Knowledge of fleet services, especially the conversion of vehicles for specialist uses (e.g. blue light services). Experience of using/supporting the use of vehicle diagnostic systems.

Experience

  • Significant experience working in Health & Safety or a compliance role. Experience in managing within a planned budget limit. Experience in the performance management of in house service and external providers.

  • Experience in managing specialist vehicles, including blue light vehicles and equipment. Experience of working within public sector procurement regulations. Experience of working within a garage/fleet environment. Experience of medical device servicing compliance.

  • Excellent inter personnel written and verbal communication skills. Have a good understanding of the safety issues relating to vehicles including H&S legislation, Handling and Moving & COSHH regulations. Well-developed customer service skills.
