Job overview

The NHS Counter Fraud Authority (NHSCFA) is the national body responsible for all matters relating to the prevention, detection and investigation of economic crime across the NHS. 

As the Associate Director of Operational Services, you will be responsible for delivering high quality counter fraud services that contribute towards the operational delivery of NHSCFA.

Reporting to Executive Director of Strategy, Operations and Data Analytics, this will be a key part of the Operational Leadership Team consisting of the Heads of Service for Operations and Engagement, Intelligence and Fraud Prevention and Performance, Analytics and Improvement. The postholder will be expected to provide tactical and strategic insight into the effectiveness of operational functions and ensure that programmes and projects across the entire operational spectrum are delivered and executed effectively and aligned to the counter fraud strategic objectives and our ambitious performance targets.

The postholder will work alongside the Board, Executive and Senior Management Teams to understand key business challenges and develop internal and external strategies using those insights to help shape and improve the counter fraud response for NHSCFA.

A strong background in one or more of the following disciplines - Investigations, Intelligence, Prevention, Analytics, Performance, Programme and Project delivery within a large, complex organisation, managing complex stakeholder relationships, driving a performance culture to improve operational outcomes is therefore essential.

 

The NHS Counter Fraud Authority (NHSCFA) is the National body responsible all for matters relating to the prevention, detection and investigation of economic crime across the NHS.  Aligned to the DH Health Group Counter Fraud strategy, the NHSCFA acts as the principal lead for the NHS and wider health group in counter fraud intelligence work.

 

Working to Government and Cabinet office standards, the NHSCFA Chief Executive, with the Authority Chair and Board will deliver cross system counter fraud capability to produce intelligence on fraud risks impacting upon or threatening the NHS and wider health group; and enable pro-active fraud detection to drive improvements to all aspects of counter fraud work across the NHS.

In addition to the advertised salary working in the London area will attract High-Cost Area Supplement where appropriate. Person specification; Specialist Knowledge: Essential criteria

  • Ability to demonstrate financial impact in terms of driving a performance culture across the organisation.
  • In depth specialist knowledge in one or more of the disciplines e.g. Investigations, Intelligence, Prevention, Analytics, Performance and Programme and Project deliver.
  • Expertise in portfolio and programme management to deliver on the strategic aims of the organisation.
  • Senior level leadership, management of long term strategic and operational plans that demonstrate value.

     Experience: Essential criteria:

  • Significant operational and strategic experience of successful leadership and achievement at a senior level in a large complex public or commercial organisation. 
  • Significant experience of producing high level written material, for a variety of audiences, for operational and strategic management, business planning, or policy purposes.
  • Knowledge and experience of designing and implementing effective and relevant performance and impact measures and integrating these within portfolio, programmes and projects.
  • A successful background of consistent achievement and a demonstrable record of delivering complex change, managing complex stakeholder relationships whilst ensuring delivery.
  • Extensive experience of delivering presentations to large groups of stakeholders in often pressured and politically sensitive environments.
  • Influencing senior officials to drive support for policy initiatives in the public or commercial sector
  • Demonstrated experience of portfolio, Programme and project management techniques and tools
  • Experience of collaborative working and strategic alignment with other departmental  agencies across government.
  • In depth theoretical and practical experience of programme, project and change management
  • Expertise in change management processes to realise value from service areas.
  • Experience of exploring new and emerging opportunities that bring benefits  to the organisation.

   Qualifications: Essential criteria

  • Master’s degree or in-depth equivalent experience in a relevant discipline
  • Evidence of ongoing professional development
  • Evidence of leadership development and proven ability to perform at this level
  • Be prepared to undertake specialist training as required for the role
