Job overview
This post is the professional, organisational, and managerial head of the Estates function and will contribute across the wider spectrum of the Estates and Facilities Directorate, which impact in a critical way on the Trust’s corporate objectives.
Contribute in the development and implementation of the Estates Strategy.
In conjunction with other disciplines within the Directorate, provide a suitable, safe, and compliant environment and infrastructure in which to deliver health care.
Identify estates related risks to ensure that all relevant risks are identified, and actively managed as per the Trust’s Risk Management Strategy.
Trust duties as the Responsible Person / Nominated Person across numerous Statutory roles including Asbestos and Legionella etc. Reports directly to the Associate Director – Estates & Facilities with professional accountability for the Trust’s Operational Estates service.
Constantly review relevant standards to ensure that national directives and statutory obligations are complied with and account is taken of new technologies.
Negotiate and implement appropriate Service Level Agreements and formal contracts for third party organisations as appropriate ensuring that service standards and financial profitability are achieved whilst minimising risk.
Main duties of the job
- To ensure that building and engineering services are designed, installed and correctly maintained in a safe, efficient and cost effective manner and in accordance with all relevant guidance, thereby ensuring/delivering/achieving good standards of patient care across all sites managed by QEF.
- This role is the responsible individual who ensures the development, communication and implementation of Group Estates Policies and Technical Information to ensure that the group complies with all statutory, regulatory and risk management requirements. The role will also lead on the investigation, feasibility and development of self-delivery of key specialist services to provide efficiencies and broaden the QEF offer.
- The post holder will act as the QEFs expert and adviser on all building, engineering, providing specialist advice to QEF Board, Trust Board, and the Managers of its contract sites
- The post holder will drive business growth by seeking out business opportunities for expansion of the QEF Estates functions, including but not limited to maintenance, AE/AP services and validations services. Developing and presenting the related detailed business plans to corporate level, with associated management budget responsibility.

QE Facilities (QEF) is a wholly owned subsidiary company of Gateshead Health NHS Foundation Trust (GHNT), based in the North East of England.
We provide a range of non- clinical services to GHNT and other NHS organisations. Our services include: estates, facilities services, procurement, medical engineering and devices, endoscopy decontamination and sterile services, transport, out-patient pharmacy, and prevention & management of violence & aggression training (PMVA).
In addition we provide consultancy services, advising clients on all aspects of establishing a subsidiary company within an NHS body to the provision of VAT compliance advice.
QE Facilities work to their own Terms and Conditions and these are not the same as Gateshead Health NHS Foundation Trust Terms and Conditions. This is not an Agenda for Change Pay Rate.
Detailed job description and main responsibilities
Provide, receive, interpret and analyse highly complex / sensitive / contentious information, high level negotiation/problem solving skills, creation of policies / procedures / protocols, manage expectations of others, provision of expert advice on Estates related issues, initiate and chair meetings, project management, training and development of staff. Knowledge
Essential criteria
- In depth managerial, financial and strategic knowledge
- Specialist knowledge of working within an Estates department
- Expert knowledge in achieving statutory compliance
- Expert specialist knowledge over more than one discipline of building construction and technical services
- Motivational skills
- Extensive specialist knowledge of all statutory legislation, ie H&S Codes of Practice, COSHH, Building and Engineering Planning Law and DoH requirements applicable to Health Service premises
- In depth knowledge of procurement methods relating to building and engineering services
- Knowledge of CDM Regulations & HTM design guides
Experience
Essential criteria
- Substantial experience of managing a multi-skilled workforce and external contractors
