The NHS Counter Fraud Authority (NHSCFA) is the national body responsible all for matters relating to the prevention, detection and investigation of economic crime across the NHS. Aligned to the DH Health Group Counter Fraud strategy, the NHSCFA acts as the principal lead for the NHS and wider health group in counter fraud intelligence work.

Job overview

The NHS Counter Fraud Authority (NHSCFA) is the national body responsible for all matters relating to the prevention, detection and investigation of economic crime across the NHS. Further information about our work and annual plan for delivering this is available on our website. 

The ideal candidate will have a good standard of computer literacy including experience of Microsoft Word, Excel and Access. They will be responsible for evaluating and processing allegations of fraud, maintaining workflow within the intelligence database and dealing with email queries from internal and external stakeholders. There will also be ad-hoc tasks such producing statistics and retrieving data from the intelligence database.

Ideally, they will have experience of interrogating databases and an understanding of how to query information held within a database but it is not essential.

Main duties of the job

Supporting and administrating research, the collation of information and the development of intelligence. Contributing to a range of research, intelligence and loss analysis projects aimed at informing the development of coherent crime strategies.  Supporting the development of a robust and effective information and intelligence capability, to ensure that NHSCFA is intelligence-led.

·         The post holder will be required to have a NPPV3.

Detailed job description and main responsibilities

·         Regularly utilise and develop the databases used by the Unit to create information and statistical reports.

·         Being responsible for periods of data inputting, retrieving, and presenting data.

·         Validating information by making routine checks of internal and external information.

·         Maintaining both manual and electronic filing systems in a methodical and structured manner.

·         Developing an understanding of the frameworks and policies relating to NHS business as may be required for the development and management of loss analysis exercises and research projects that focus upon them.

·         Interviewing patients/third parties over the telephone, employing discretion and providing necessary re-assurance to facilitate their co-operation and deliver the best possible information picture.

Knowledge and Experience

Essential criteria
  • Accurate collation of detailed, complex, and sensitive information or data.
  • Good standard of computer literacy including experience of using Microsoft Word, Excel, and Access, together with standard keyboard skills.
  • The ability to interpret information, solve varied problems to identify straightforward solutions. The ability to produce accurate and concise written material.
  • The ability to interrogate databases to find and accurately report information and basic statistics.
  • The ability to work independently with little or no supervision and as part of a team.
  • The ability to work with flexibility and in an accurate and precise manner.
Desirable criteria
  • Experience of working in a criminal intelligence environment.

Specialist Knowledge

Essential criteria
  • The ability to use IT for information gathering and research from open sources.
  • Experience in telephone skills and an ability to collect detailed complex and/or sensitive information.
  • An understanding/awareness of the importance of tackling fraud in the public sector.
  • A demonstrable understanding of the structure and function of the NHS and wider health group. Knowledge of confidentiality and the Data Protection Act.
  • Knowledge of the Criminal Procedures Investigation Act 1996.
Desirable criteria
  • Awareness of anti-fraud and corruption legislation.
  • Working knowledge of intelligence databases (iBase).

Qualifications

Essential criteria
  • Educated to at least ‘A’ level standard or NVQ Level 3 in relevant subject or significant equivalent experience.
Desirable criteria
  • An accredited Counter Fraud Specialist or equivalent qualification

Communication Skills

Essential criteria
  • Well-developed interpersonal skills and the ability to communicate effectively.
