An exciting opportunity for a Workforce Business Partner to join our team at Swansea Bay University Health Board. As Workforce Business Partner, you will work strategically with the Corporate divisions to understand their service strategies and business objectives and work collaboratively to identify develop business focused solutions.


One additional area of focus for the successful candidate will be to work in partnership with key stakeholders within the Health Board to increase presenteeism across the workforce. This is an exciting opportunity for someone with demonstrable experience in increasing presenteeism within an organisation and to use this expertise to showcase innovative and proactive approaches. This work is key and aligns with Swansea Bay University Health Board’s 5-year People Strategy, to ensure we maintain an ‘Engaged, Motivated & Healthy’ workforce. We also want to ensure that Best Practice already in place across each Service Group is understood, shared, implemented and monitored. 

This role is fixed term for 2 years in order to ensure dedicated support in the delivery of our key strategic aims across the Health Board.

Main duties of the job

The Workforce Business Partner will act as a senior member of the Health Board’s Workforce & Organisational Development Team.

The role holder will be responsible for developing and supporting the delivery of workforce and organisational development strategies as well as providing regular reports, analysis and recommendations for action against key performance indicators and transformational change objectives.

Lead on the identification of workforce related cost efficiency schemes and support their delivery. In conjunction with management teams, analyse the cost / benefit of specific programmes, weighing up risks and adjusting plans. 

Support hearings, appeal panels, complex investigations as needed and undertake policy development.

Interpret employment legislation and case law, the role holder will act as the senior advisor in the service group consisting of regional and Health Board wide services and will provide authoritative advice on very complex and very specialist Workforce and OD issues.

You will form strong partnerships with key stakeholders which includes the Workforce Team, client group managers and employees, as well as Trade Union representatives to progress the people agenda.

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Qualifications & Knowledge

Essential criteria
  • CIPD Qualified – MCIPD, Masters level or equivalent demonstrable experience.
  • Expert knowledge of HR best practice and employment law.
  • Knowledge of workforce planning within a complex work environment long-term planning and strategy development processes.
Desirable criteria
  • Formal Employment Law qualification.
  • Coaching Certificate

Experience

Essential criteria
  • Experience of analysing highly complex workforce data identifying risk and developing a range of tailored solutions.
  • Significant experience of providing highly complex advice on workforce demonstrating developed persuasive, motivational and negotiating skills.
  • Significant experience in HR at senior management level including experience in operational HR and strategic HR practices.
Desirable criteria
  • Experience of working across a range of organisations to achieve significant change.
  • Experience of Strategic and planning development.

Aptitude & Abilities

Essential criteria
  • Ability to analyse and understand complex business, financial and workforce data.
  • Ability to interpret and apply HR knowledge to the Health Board workforce strategy
  • Demonstrate record of effective change in highly complex inter-organisational setting.
Desirable criteria
  • Welsh Speaker (Level 1)
