The post holder will be a creative and forward-thinking strategic commissioner for all age learning disabilities and autism Surrey Heartlands ICB, with a lead role in the strategic planning of ICB commissioned services “at scale” and the exploration of commissioning solutions in partnership with Surrey County Council.

The post is suitable for Agile working. The successful post holder may choose a base closest to their home address.

The lead will represent the ICB respect of learning disabilities and of autism in all aspects of health, social care and wellbeing, ensuring that national and local priorities are reflected in commissioning decisions and leading on market and service developments that support the strategic intent of the
partners to develop lifelong approaches to prevention, tackling health inequalities and improving independence for those with learning disabilities and or autism.

The post holder will play a key role in improving quality of commissioned services, working closely with quality and safeguarding leads. The post holder will ensure the local implementation of recently developed national policies including Brick by Brick, Building the right support, Mental Health, Learning Disability and Autism Inpatient quality Transformation Programme and Host Commissioner Guidance.

The portfolio will lead on driving forward integrated and joint commissioning inline with local strategy developments, including All Age Autism Strategy and Learning Disability and Autism System Plan.

This includes taking a proactive role in transitions work to ensure adequate arrangements are in place to support young people moving to adult services.

Knowledge, Training and Experience

  • Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
  • Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master’s level equivalent
  • Evidence of post qualifying and continuing professional development
  • Evidence of commissioning for outcomes and improvement underpinned by knowledge of the commissioning cycle
  • Must have an understanding of the background to and aims of current integration, health, education and care policy and appreciate the implications of this on engagement
  • Should have an appreciation of the relationship between system partners – including the ICB, Surrey County Council and Providers – as well as regional bodies like NHSE
  • Understanding of the commissioning process and the role of the Integrated Care Board
  • Highly developed knowledge of the key policy requirements of learning disability and autism agendas, particularly the Long- Term Plan and Learning Disability and Autism Programme

  • Experience of working to deliver change through co-production working with experts by experience, carer groups and families.
  • The ability to engage clinicians and other operational staff across the NHS and partner organisations in system reform and service improvement projects
  • Experience of report writing, business cases and proposals to achieve approval via governance and decision making boards.
  • Calm, methodical and timely approach to financial analysis, writing reports, submitting returns and analysing statistics
