Job overview
As Head of Resourcing and Temporary Staffing you will work within a fast paced environment leading the teams delivering safe and cost effective staffing solutions.
You will have substantial experience of designing and delivering recruitment activity including assessment centres and attraction campaigns.
With significant senior managements experience in the NHS or large public or private sector along with experience of advising on staffing solutions at a senior level, you will have excellent communication skills and a proven track record of successfully engaging with stakeholders at all levels including Executive leads and external providers.
You must be able to demonstrate experience of change management alongside a comprehensive knowledge of employment legislation and practices with experience in interpreting and applying legal principles and employment terms and conditions.
Main duties of the job
Leading the Resourcing and Temporary Staffing functions for the Trust to ensure excellence in the delivery of both services providing a comprehensive, responsive and high quality cost effective service.
Proactively work in partnership with key stakeholders to ensure success of the strategic workforce plan as part of the wider resourcing strategy for the Trust.
Continuous improvement to deliver efficiencies through innovation and technology, ensuring a timely, efficient and financially viable service is provided to all users in accordance with the Trust values, quality standards and budgetary constraints.

Detailed job description and main responsibilities
The role offers real potential to put your previous experience into practice to support the Trust in continually developing and delivering its strategic resourcing programme ensuring it flexes to reflect the future needs of the service in terms of service delivery e.g. growth or reduction in services, future skill shortage areas, demographic changes, the need for skill mix review/new roles and that fits the Trust wide workforce strategy and contributes to the provision of high quality care to our patients.
You will need to demonstrate a strong commitment to supporting the local delivery of the NHS Long Term Workforce Plan, June 2023.
Please note that whilst there will some be opportunity for flexible working, the role will be based primarily on site.

Qualifications
Essential criteria
- Masters/Post Graduate Degree or Equivalent experience
- Evidence of Continuing Professional Development
Desirable criteria
- CIPD Qualified/Accredited to Minimum Level 5 or equivalent experience
- PRINCE 2 or equivalent project management qualification
Knoiwledge and Experience
Essential criteria
- Substantial experience of designing and delivering recruitment processes, including assessment centres / attraction campaigns
- Comprehensive knowledge of employment legislation and practices. Experience in interpreting and applying legal principles and employment terms and conditions
- Experience of advising managers on resourcing issues
- Experience of managing and leading an HR service and/or high volume operational team
- Use of IT systems and automation for efficiencies
- Project and change management skills
Desirable criteria
- Knowledge of NHS codes of conduct in employment Workforce systems, DBS practice, UKBA practice.
- Experience of managing contract bids and tenders
