The role of Deputy Chief Operating Officer- Emergency Care is a pivotal one within the Trust. Deputising for the COO across the operations portfolio, the post holder provides leadership of Trust operations on a daily basis, working closely with triumvirate teams and executives. They will work in partnership with the Deputy COO for planned care.  They will lead on the delivery of the Urgent Care standards including site-based flow and complex discharge, they will also lead on all contingent and incident response planning and execution. The role will have responsibility for key strategic changes to how FHFT delivers care in partnership with internal and external leaders, including working across primary care, community providers, acute delivery, and ICS colleagues.

With extensive leadership and senior management experience in a complex acute healthcare provider, the successful candidate will have a track record of leading and managing service change and redesign, as well as the ability to work across organisational boundaries to deliver change with a variety of partners. We’re looking for someone who is thorough yet adaptable, committed to high standards and an active team player, politically astute and able to communicate at all levels, but most importantly someone who shares our values.

Main duties of the job

The Deputy Chief Operating Officer deputises for the Chief Operating Officer across the operations portfolio and provides leadership of Trust operations on a daily basis working closely with triumvirate teams and executives. Essential criteria
  • Graduate level education and/or professional/clinical professional qualification or equivalent experience
  • Evidence of extensive and recent commitment to continuing managerial development

Skills

Essential criteria
  • Demonstrable experience of establishing productive relationships, communicating with and effectively engaging clinical and non-clinical staff
  • Ability to develop and deliver effective business and operational plans which are financially sound
  • Demonstrable ability to use resources effectively and efficiently, and to maximise the skill set and experience of others
  • Skills in deploying a creative, evidence-based approach to provide and set direction.

Experience

Essential criteria
  • Extensive leadership and senior management experience in a medium/large acute healthcare provider setting.
  • Substantial management experience and achievement at operational level plus evidence of significant achievement in strategic level projects or work streams
  • Detailed knowledge of current acute Trust issues and the regulatory Framework
  • Experience of and ability to manage complex operational situations that involve staff from all levels within the organisation and across a range of professional and organisational boundaries
  • Proven record in leading and managing substantial service change and redesign in a complex environment
  • Demonstrable understanding of quality and risk management issues and standards
