This Post is for a Consultant Psychiatrist responsible for providing clinical input and leadership to Forensic Outreach and Liaison Services - Community Forensic Team Trust-Wide based at Unither House, Chertsey, working alongside a multidisciplinary team in line with New Ways of Working.

This vacancy is a brand new role, and the post-holder will provide supervision of conditionally discharged restricted patients residing in Surrey who continue to need support and care from Forensic Mental Health Services, either because they have been recently released from a secure hospital or because there is instability in their clinical condition and/or risk factors (risk to others).  Such patients may have been discharged from secure hospitals within the KSS region or elsewhere, including patients treated in area secure hospitals, but – occasionally – will be patients who have had no prior connection to Surrey.  

Main duties of the job

Assume consultant psychiatrist responsibility (“clinical supervisor” responsibility where defined by the Mental Health Act) for patients on the team caseload, conduct clinical interviews and attend professionals’ meetings, including six monthly Care Programme Approach (CPA) review sessions, contributing to the care plan and leading on clinical risk assessment and management, liaising with and reporting to the Ministry of Justice Mental Health Casework Section for Conditionally Discharged Restricted Patients.

Provide forensic psychiatry expertise to support Community Mental Health Team consultant psychiatrists for their patients in a consultancy role, contributing to clinical/risk assessment and management.

Accept referrals to assess patients in the community and for those in local psychiatric hospitals (acute and rehabilitation, adult and older adult admissions), where admission to a secure psychiatric hospital does not appear to be appropriate.

Qualifications

Essential criteria
  • Consultant with licence to practice in good standing with the GMC
  • MB BS or equivalent recognised medical qualification
  • Full medical registration with a license to practice
  • Approval under Section 12 of the Mental Health Act(or within 6 to 12 months of the time of interview/assessment) or equivalent
Desirable criteria
  • Relevant higher degree, e.g. MD, PhD, MSc or other additional clinical qualifications
  • MRCPsych or equivalent

Eligibility

Essential criteria
  • Included on the GMC Specialist Register OR within six months

Clinical Skills, Knowledge & Experience

Essential criteria
  • Knowledge of legislation, Department of Health Guidance and literature and its implications for clinical practice
  • Knowledge of NHS strategic vision in the Next Stage Review (High-Quality Care for All)
  • Excellent clinical skills using bio-psycho-social perspective and wide medical knowledge
  • Ability to manage clinical complexity and uncertainty
  • Ability to meet duties under MHA and MCA
  • Experience working with various patient groups presenting with the full range of clinical severity across different care settings, including community, inpatient, and specialist teams.
  • Knowledge of psychiatric provision
  • Experience in carrying out a range of audit projects
Desirable criteria
  • Specific training qualification/certificate or attendance on a recognised teaching course
  • Published audit or research projects

Academic Skills & Lifelong Learning

Essential criteria
  • Ability to take a clinical leadership role in a multidisciplinary team, ensuring high-quality care
  • Skills in providing consultation to other professional groups under New Ways of Working
  • Has actively participated in clinical audit and quality improvement programmes
Desirable criteria
  • Evidence of achievement in education, research, audit, and service improvement: awards, prizes, presentations, and publications
