Job overview

An exciting opportunity has arisen to lead and co-ordinate the ICB approach to integrated working and joint commissioning with both Staffordshire and Stoke City Local Authorities and our system Portfolios. Working closely with ICB and Local Authority colleagues, Providers, GPs and other primary care contractors, the postholder will be responsible for the co-ordinating the management of the Better Care Fund (BCF) and Discharge fund including, planning, review and co-ordination. In addition the postholder will provide strategic, operational and project management of a major area(s) of ICB activity in line with local strategies and plans, particularly the integration and joint commissioning of services with both Local Authorities in our system, Operational Plans, QIPP and system transformation. The post-holder will at all times support the organisational processes for monitoring delivery of transformational schemes and support all staff to do the same

Main duties of the job

The post holder will be responsible for a major area of the ICB’s commissioning, integration and joint commissioning, service redesign and planning  activity,  working  closely  with  the  Local Authorities clinical  Directors/Associates, Directors, Deputy Directors and Chief Financial Officer to commission services to meet the healthcare needs of the ICB’s population.

 

This will include the development and implementation of a major area of the ICB’s strategic commissioning activity including the management and co-ordination of the BCF and review of all services in collaboration with Local Authority partners and key stakeholders and the development and delivery of service transformation plans, delivery plans, business plans, policy and strategy for this area of commissioned activity.

 

The postholder will be responsible for the achievement and maintenance of performance targets within a major area of commissioning activity and managing budgets in a major area of commissioning activity, working with finance managers to set baseline budgets and to monitor and account for the financial performance of commissioned activity.

The Staffordshire and Stoke-on-Trent NHS Integrated Care Board (ICB) is responsible for planning functions; managing the NHS budget and arranging the provision of health services in the geographical area.

 Location          Home based/hybrid working (most of posts).  

Travel on occasions to a Hub location with at least 1 days notice

New starters are expected to collect IT equipment, from offices in Stoke-on-Trent, and if based at home are required to have appropriate desk/chair/ relevant equipment in compliance with DSE regulations

Posts at Band 8c and above, will take part in the On-call rota, flexible over 7 days, supporting the System Control Centre, with full training provided.

Key Responsibilities

Responsible for a major area of the ICB’s commissioning, service  redesign and planning activity, working closely with the clinical directors, clinical associates, Directors, Deputy Directors and Chief Financial Officer to commission services to meet the healthcare needs of the ICB’s population.

Responsible for the development and implementation of a major area of the ICB’s strategic commissioning activity and the development and delivery of service transformation plans, delivery plans, business plans, policy and strategy for this area of commissioned activity.

 

Responsible for ensuring contracts with all acute, non acute and independent sector (IS) providers within a major area of commissioning activity deliver specified outcomes and services to the required quality within the available financial envelope.

 

Within a major area of commissioning activity, ensuring that services are commissioned and procured in line with competition law, standing financial instructions and local partnership frameworks and ensuring contestability in the way that the ICB commissions and procures services.

 

Responsible for the achievement and maintenance of performance targets within a major area of commissioning activity.

 

Responsible for managing budgets in a major area of commissioning activity, working with finance managers to set baseline budgets and to monitor and account for the financial performance of commissioned activity.

 

Responsible for areas of the ICB QIPP programme ensuring that projects, plans and wider service transformation programmes in these areas deliver the desired health improvement outcomes, productivity benefits and changes in the wider health economy.

 

Responsible for relationship management across a range of ICB internal and external stakeholders and for broader partnership working, developing productive working relationships, joint approaches and lead arrangements with others to maximise the ICB’s transformational impact.

 

Responsible for the  development  and  implementation  of  effective methods  of communication with a range of stakeholders so as to present, provide and receive highly complex, sensitive or contentious information and overcome barriers to understanding amongst GPs, primary care contractors, patients, the public and other stakeholders.

 

Responsible  for  supporting,  developing  and  managing  members  of the  ICB’s Transformation Team, ensuring compliance with agreed work plans and individual objectives.

Experience

Essential criteria
  • Five years senior management experience in the NHS, Local Authority or other relevant service sector
  • Experience of successfully managing change in a complex environment
  • Significant experience of service planning, service redesign and service development
  • Demonstrate record of achievement of delivering objectives to timeframe and finding innovative solutions to complex problems
  • Evidence of strategic leadership for service redesign

Qualifications

Essential criteria
  • Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
  • Evidence of post qualifying and continuing professional development
  • Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent
  • Experience or training plus further specialist knowledge or experience to master’s level equivalent
  • Member of relevant professional body

Skill and Knowledge

Essential criteria
  • Significant in-depth understanding of the NHS and how it interfaces with other agencies to deliver improvement in services, efficiency and outcomes
  • In-depth understanding of the 5YFV, new models of care and their implications for commissioning and service delivery
  • Ability to carry out procurements for highly detailed, high value contracts that require analysis, comparison and assessment
  • A clear understanding of differing procurement options and when each might be used.
  • Knowledge of all relevant policy and strategy that impact on the redesign and commissioning of services
