Role of the department includes :

To provide expert, high-quality procurement and supply chain services across multiple Trusts.

To deliver measurable savings from revenue expenditure to support Sheffield Teaching Hospitals (STH) and Sheffield Childrens Hospitals (SCH) Productivity and Efficiency Programmes.

To develop internal supply chain processes for the benefit of other departments.

To support operational change and innovation where influenceable through Procurement related actions and projects.

Our procurement strategy aims to ensure we have a ‘collaboration first’ approach by working closely with the NHS organisations in South Yorkshire to achieve value for money, reduce duplication and make tangible improvements.

We are looking for a Head of Corporate to be responsible for the leadership of the Corporate Procurement Category Team developing a wide range of category and contract management activities across a wide-ranging portfolio. The relationship management across the supply market, internal senior stakeholders and external partners will be key to driving success in this category and a key priority for our future Corporate Procurement Leader.

You will take an active role in delivering significant cost improvements in a creative, innovative and sustained manner to assist the Procurement Team in achieving the best possible financial outcomes for the Trust.

You will have a highly specialist knowledge in public procurement and provide the procurement team with expert technical advice on all aspects of procurement and business support/systems.

You will be an escalation for commercial negotiations and dispute resolution on major contracts in the portfolio to reach a successful outcome, and provide guidance and advice in high risk, high value projects acting as a champion for all corporate categories.

Person specification

Education and Qualifications

Essential criteria
  • Educated to degree level or equivalent level or equivalent experience
  • MBA or MSC in Procurement / Supply Chain/Management or equivalent experience and academic ability for the demands of the post
  • Chartered Institute of Procurement & Supply Diploma (MCIPS) level 6
Desirable criteria
  • Project/ Programme Management qualification eg Prince 2 or equivalent experience.

Skills and Knowledge

Essential criteria
  • Leadership skills, including change management and leadership, coaching and mentoring
  • Commercial Skills including negotiation
  • Knowledge of best practice procurement in a public sector environment.
  • Strong communication skills and persuasiveness in presenting, negotiating and resolving complex issues
  • Programme and project management skills
  • Excellent numerical and analytical skills
  • Ability to prioritise a wide range of competing priorities of own workload and that of the team
  • Knowledge of Contract Law

Experience

Essential criteria
  • Highly developed specialised knowledge of public procurement and its application within public sector. This knowledge must be underpinned by theory and a wealth of experience
  • Working knowledge of National Procurement Strategies and associated plans
  • Proven experience at developing and managing within a complex procurement environment at a senior management level
  • Comprehensive knowledge of public procurement and its application within the public sector.
  • Proven experience of managing large, complex programmes that cut across a variety of stakeholders.
  • Proven experience of developing commercial relationships that provide benefit (include financial) to the organisation.
  • Experience and Knowledge in: Change management Relationship management Project Management
  • Experience of development and management of staff
Desirable criteria
  • Experience of working in an acute teaching hospital environment and or community services environment
  • Experience of Procure to Pay Systems
