Role of the department includes :
To provide expert, high-quality procurement and supply chain services to a broad range of departments across multiple Trusts.
To deliver measurable savings from revenue expenditure to support STH and SCH Productivity and Efficiency Programme.
To develop internal supply chain processes for the benefit of other departments.
To support operational change and innovation where influenceable through Procurement related actions and projects.
Main duties of the job
To provide leadership for the for development of category strategies across the Clinical Procurement portfolio with key areas of spend including clinical change management, medical equipment, pathology and supply resilience.
The post holder will be responsible for liaising on a day-to-day basis with staff across the category, within the Organisation, and with ICS partners where appropriate, mostly at a senior or operational level, expected to work autonomously.
Responsible for providing senior leadership, coaching and management to the Category team procuring goods, services and Capital equipment.
Taking an active role in delivering significant cost improvements in a creative, innovative and sustained manner to assist the Procurement Team in achieving the best possible financial outcomes for the Trust, based on whole-lifecycle costs.
The post holder will have a highly specialist knowledge in public procurement, and provide the procurement team with expert technical advice on all aspects of procurement and business support / systems.
Be an escalation for commercial negotiations and dispute resolution on major contracts in the portfolio to reach a successful outcome.
Provide guidance and advice in high risk, high value projects acting as a champion for Clinical and Pathology categories.
Working for our organisation
STH Procurement and Logistics team provide a procurement service to the 5 hospital sites in Sheffield including Northern General, Hallamshire, Jessops, Weston Park and Charles Clifford. They also provide a procurement service to Sheffield Children’s Hospital Foundation Trust.
The post holder is responsible for the leadership and line management of the Clincial Procurement Category Team and will lead the team in development of a wide range of category management and contract management activities across the portfolio.
The relationship management across the supply market, internal senior stakeholders and external partners will be key to driving success in this category.
Effectively manage the internal operations and resources to enable the successful delivery of the efficiency targets and work-plans. To build professional relationships and be the driver of change. Enable Procurement to continuously improve the service delivered to stakeholders, enhance expertise and build capability and potential.

Education and Qualifications
Essential criteria
- Degree Level qualification or equivalent experience
- Masters level qualification or equivalent experience
- Chartered Institute of Procurement & Supply Diploma (MCIPS) level 6
- MBA or MSC in Procurement / Supply Chain/Management or equivalent experience and academic ability for the demands of the post
Desirable criteria
- Project/ Programme Management qualification eg Prince 2 or equivalent experience.
Skills and Knowledge
Essential criteria
- Ability to work with and build relationships with local, regional and national organisations
- Excellent performance management skills
- Excellent communication skills - ability to communicate effectively in writing and verbally with individuals on a one-to-one basis with groups.
- Leadership skills, including change management and leadership, coaching and mentoring
- Ability to prioritise a wide range of competing priorities of own workload and that of the team
- Knowledge of Contract Law

- Highly developed specialised knowledge of public procurement and its application within public sector, underpinned by theory and significant experience.

- Working knowledge of National Procurement Strategies and associated plans
- Comprehensive knowledge of public procurement and its application within the public sector
Desirable criteria
- Experience of working in an acute teaching hospital environment and or community services environment
