Job overview

The General Surgery Service Manager is a key role within the Operational Management Team. The post holder will be responsible for the operational delivery of the General Surgery Directorate, ensuring the effective implementation of both national and local strategies and the achievement of service objectives/targets, including the national requirements for cancer wait times and timely access to treatment (RTT). The Service Manager provides support to the Deputy Operations Director, Operations Director, Clinical Leads and Clinical Director to define a service strategy and to deliver the operational plan for the Care Group.

The Service Manager will play a crucial role in ensuring that the needs of the General Surgery Directorate are reflected in corporate plans, while at the same time growing awareness within the Directorate of national and local planning requirements. 

The post holder will have overall responsibility for the General Surgery administration teams.

Main duties of the job

  • Lead and manage the services in partnership with the Lead Clinicians and Matrons whilst sustaining effective working relationships with the consultant medical staff, and senior nursing team.
  • Ensure that the operational and financial requirements of the service/s are effectively managed and co-ordinated.
  • Develop patient focused services, identifying future financial, capital and workforce requirements and ensuring that contractual, financial and performance targets are met. 
  • Work with the Surgical Services Care Group to coordinate the production of capacity plans and efficiency programmes. 
  • Lead and coordinate the delivery plans for the service/s ensuring that service capacity is well used, and information reporting requirements are met.
  • Ensure that sound processes are in place to monitor activity, maximise utilisation of resources and meet financial performance targets.
  • Ensure that frameworks are in place to support continuous improvement and innovation, delivering efficient and effective care pathways which improve patient outcomes and minimise hospital stay.
  • Deliver clinical administrative services to a high standard, so that outpatient services, inpatient scheduling, and waiting list management support the safe, efficient, and effective provision of the clinical services.
  • Develop partnerships with colleagues in other STHFT service/s and Primary Care to improve patient access to services. Produce Business Cases for Service Developments and Capital Projects as required.

The postholder will lead the effective utilisation of clinical resources across theatres, outpatients, and on-call rotas, and implement service developments to both maximize capacity and manage demand, with the scope and remit to make a real difference to patient care.

As the lead member of the General Surgery Directorate administrative function, the postholder will be welcomed into an established team and take on the leadership and management responsibility of our administrative staff. This varied role, with significant levels of responsibility, will play a key role in defining the strategy and future direction of the General Surgery Directorate.

Essential criteria
  • 5 x GCSE’s including Maths and English at grade B or above.
  • Master’s degree / working towards a Master’s degree or equivalent management level experience
  • Demonstrable commitment to continuing personal development

  • Other relevant management qualifications

Experience

Essential criteria
  • Extensive experience of managing clinical services in an acute hospital setting
  • Staff management experience, including the setting of objectives, team and individual appraisal, recruitment
  • Experience and knowledge of service demand and capacity planning exercises
  • Experience of managing, monitoring, and controlling expenditure budgets
  • Experience of financial planning and the design and delivery of efficiency schemes
  • Extensive experience of report writing and good presentation skill
Desirable criteria
  • Project management experience
  • Experience of the development of business cases/ proposals
  • Experience of working in a patient facing role

Special Skills/Aptitudes
