Job overview

A senior member of the Estates team supporting the Trust and leading on estates planning, capital and revenue related project delivery, and estates property management. 

Main duties of the job

  • To lead the development of the Trust's annual Capital Plan, ensuring consultation with all Care Groups, IT and Finance in forming the proposal in line with the annual ICB capital funding allocation.
  • Assist with the preparation of capital bids from Care Groups, including outline design options and cost estimates to deliver quality clinical services.
  • Act as project manager/professional advisor on the Trust's capital projects from inception and procurement through to completion. 
  • Lead on the production and development of estates related aspects of planning processes.
  • On a monthly basis provide updates on capital projects to enable monitoring against target progress and planned expenditure and report to the monthly Capital Monitoring Group. Deputise as Chair when required.
  • Lead officer with the Property Manager and Estates Project Manager to manage all client interfaces with commercial property consultants, solicitors and other related professionals on estate management and planning matters.
  • Manage all Trust owned properties leased to tenants, including private businesses and other NHS organisations.
  • Line management responsibilities for Estates Project Manager, Property Manager, Estates Engineer and Fire Safety Advisor.
  • Represent the Estates and Development department and Trust at internal and external meetings as and when necessary.

Qualifications

Essential criteria
  • Degree in Engineering or Building, Building Services or Facilities management or an equivalent professional qualification or working at a senior level for 5 years in a related specialist area.
  • Chartered Engineer or Equivalent
Desirable criteria
  • Management qualification or equivalent experience
  • Project management qualfication
  • Property management qualification

Experience

Essential criteria
  • Proven track record of management and successfully delivery complex projects.
  • Managing tender processes and business case development.
  • Knowledge of NHS capita regime and procurement processes.
  • Able to development and implement innovative, practical solutions to complex planning and premises issues, including the identification of risks and strategies for risk management.
  • Negotiation skills in relation to financial and contractual matters and ability to deal with underperformance and delays against performance expectations.
  • Use of Microsoft Office products, particularly Excel spreadsheets
Desirable criteria
  • Property management experience
  • CAD experience and production of sketch schemes and design options

Knowledge

Essential criteria
  • Comprehensive knowledge of project management procedures.
