Job overview

The post holder has corporate responsibility for leading and managing the learning and development function for the Trust. This includes mandatory and statutory training (MaST), Learning Technologies, Apprenticeships, and Libraries as well as wider programs which address current and future workforce needs. They are also responsible for management of the Learning and Development budget and all Trust policies in respect to L&D

 

They provide specialist knowledge and advice to all managers and staff (up to and including Executive Directors and the Chief Executive) on learning and development matters and work closely with subject matter experts (SME). They analyse complex information, make considered judgments on the basis of their professional knowledge and practical experience, and make recommendations as to how learning and development needs might best be met in the interest of the business and the quality of care it provides to its service users and patients and arrange for those needs to be met comprehensively, efficiently and in a cost-effective way.

 

The post holder manages the Learning & Development team in order to create and sustain a positive learning climate across the trust for all staff, up to and including the Trust Board. The post holder will lead on planning and implementing new and innovative ways of developing the workforce in line with the Trust’s strategic direction and aims.

 

The post holder works closely with external NHS bodies 

Main duties of the job

Strategic Planning

To be responsible for overall learning & development strategy in the Trust and all related policies and procedures, such as the, Study Leave Policy and MaST policy

 

To support the Human Resources function in the implementation of the on-going OD strategy as a core driver for the continuous improvement of leadership and management activity at all levels.

 

To support workforce planning processes through providing professional support on organisational design and development, working closely with senior managers (up to and including Clinical Directors) and the HR Business Partners on service improvement and transformation.

 

Learning & Development provision

To produce bi-annual business-critical learning needs analysis in respect of MaST requirements and ensure sufficient capacity for delivery.

To commission and manage education contracts with appropriate HEIs and other L&D providers.

 

To provide specialist education and learning advice on training interventions including eLearning and other innovative forms of delivery that meet business critical learning needs.

 

To develop and manage a comprehensive quality assurance and evaluation strategy for all learning and development activity

 

Quality Assurance

To develop quality standards for the delivery of education and learning services, and monitor their implementation.

 

To ensure evaluation takes place for all learning and development activities provided by the learning and development team.

Person specification

Qualifications

Essential criteria
  • HR/L and D/ Educational post degree qualification (preferably masters level) or equivalent experience.
  • Experience of working at a senior level within a learning and/or educational environment
Desirable criteria
  • Experience and an understanding of NHS learning environments and funding arrangements would be an advantage.
