Job overview

To provide a full administrative function to NHS Shropshire, Telford and Wrekin (NHS STW) Board meetings and to support other corporate functions such as, other committee meetings, compliance and regulatory oversight, risk management, Information Governance (IG) and maintenance of corporate registers and general corporate governance.

Main duties of the job

  • To assist the Head of Business Administration and Governance and Governance Officer in maintaining the Constitution and Governance Handbook of NHS Shropshire, Telford and Wrekin including keeping up to date terms of reference for tier 1 committees and groups
  • To assist the Head of Business Administration and Governance and Governance Officer in providing corporate governance information for inclusion in the Annual Report i.e. Annual Governance Statement, the NHSE Governance Statement for month 9 and month 12 and completing the NAO checklist.
  • To coordinate the completion of the annual reports by the Chairs and Lead Executive Directors of each NHS STW Committee.
  • To keep under review all corporate governance developments and guidance which might affect NHS STW to ensure the Board is fully briefed on these matters and the organisation’s governance framework is updated in line with legislation and good practice.
  • To ensure the smooth running of the offices of the CEO and Chair  and with the Board Secretary the ICB’s Executive Administration Team and to be asked to support the role and function of the Executive Management Team, as required.

Detailed job description and main responsibilities

Board & Committee Administration:

  • To provide comprehensive administrative support to the Board, including development and maintenance of the Board forward plan and committee reporting schedule; collation of agenda papers, publication of papers in line with Constitutional and legal requirements and publication of meeting notices; minute taking, updating action lists and decision making log; updating NHS STW website with meeting papers and minutes
  • To provide administrative support to the Audit Committee, Remuneration Committee, and other committees as required, including meeting arrangements, compilation and circulation of papers and minute taking.
  • To assist the Governance Officer in ensuring that sound Corporate Governance arrangements are in place and that Board and Committee meetings are run efficiently, effectively and are properly recorded.

Registers of interest:

  • Maintenance of the NHS STW’s Conflict of Interest Register for decision makers, Board and Committee members and all staff, ensuring compliance with policy and guidance requirements and the submission of any internal or external compliance reporting.
  • To ensure up to date registers of interest are made available to appropriate Committees  and the Board and are held in hard copy format and electronic format on the NHS STW website and that the location is regularly communicated to all staff to ensure they are aware.
  • Maintenance of the NHS STW’s Gifts, Hospitality and Sponsorship register, ensuring compliance with policy and guidance requirements and submission of any compliance reporting.
  • Maintain and publish a Procurement Register.

Staff Management

  • To have direct line management responsibility for designated Executive Assistants  including recruitment, induction programme, appraisals, disciplinary, capability issues, grievances and work/project allocation.

 

Person specification

Qualifications

Essential criteria
  • Educated to degree level or equivalent level of qualification or significant equivalent previous proven experience.

Experience

Essential criteria
  • Experience of servicing and supporting Boards and committees at a strategic level.
  • Ability to minute high level meetings and transcribe minutes to a high standard.
  • Highly developed administrative, organisational, secretarial and computing skills.
  • Sound understanding of regulatory environment.
Desirable criteria
  • Previous NHS or Public Sector experience.

Communication

Essential criteria
  • Clear communicator with excellent oral and written word, data entry and presentation skills.
  • Capable of constructing and delivering clear information/ instructions to staff and service users.
  • Ability to communicate confidently with public and staff at all levels.

Relationships

Essential criteria
  • Evidence of developing successful relationships with both internal and external stakeholders.
  • Experience of working with Chairs, Executive Directors and Non Executive Directors and other senior staff.
  • Able to work effectively in a team.

Other

Essential criteria
  • An ability to maintain confidentiality trust and discretion.
  • Ability to handle highly complex, sensitive or contentious information.
  • Ability to work without supervision. Able to work on own initiative, organising and prioritising own and others workloads to changing and often tight deadlines.
Desirable criteria
  • Working knowledge of the Freedom of Information Act.
