Main duties of the job

The postholder will work alongside the Head of Commissioning to lead the development, delivery and oversight of the totality of the statutory commissioning function in line with the ICB Operating Model. The postholder will also be required to work collaboratively across directorates within the ICB, specifically with Planning, Performance and BI, Contracting, Finance, Strategy and Development, Quality, Primary Care, Digital, Workforce, Medicines Optimisation and Service Improvement to ensure that the Commissioning Cycle is embedded across the organisation.

The post holder will need to build and maintain constructive working relationships with internal and external stakeholders, including but not limited to:

  • Internal ICB staff including managers, colleagues, and senior management as appropriate.
  • National and regional colleagues at NHS England   
  • ICS partners, including portfolio leads, Local Authorities and Provider and Place Collaboratives
  • Non-NHS organisations
  •  Members of the public and service users as appropriate
  •  Matrix work across all other teams to address interdependencies  and ensure alignment of mutual objectives.
  • External consultancy, as required.

Detailed job description and main responsibilities

Provide day to day leadership to the Commissioning Team working with the Head of Commissioning to develop and embed the Commissioning Cycle within the ICB and across the wider ICS.

Be the key point of contact for any commissioning queries.

Demonstrate strong commissioning skills with a specific focus on commissioning for person centred care and use of the PHM approach   to develop and embed outcome-based commissioning across all speciality areas

Provider leadership and support for the development of coherent and outcome-based Commissioning Intentions founded in the Joint Forward Plan and System Strategies.

Play a supporting role in the formulation, implementation and ongoing  review of major system wide commissioning plans that have impact on the wider population working with partners across the ICS including leading complex and sometime contentious change at significant scale and pace. 

Support the review of ICB commissioning plans and ensure these are regularly reviewed against the ICB risk register.

Monitor, interpret and qualify assure progress against deliverables.

Provide support to the team in relation to public engagement and Consultation and the legalities that surround this.

Lead the development of coherent and outcome-based Commissioning Intentions founded in the Joint Forward Plan and System Strategies.

Lead the development of Financial Improvement Plans in relation to commissioning. 

Support the successful handover of programmes to the Delivery and Service Redesign team for delivery.

Person specification

Knowledge, Training and Experience

Essential criteria
  • Educated to master’s level in relevant subject or equivalent level of experience of working at a similar level in specialist area
  • Extensive knowledge and expertise of commissioning across a wide portfolio, and substantive service change.
  • Proven and significant leadership experience.
  • Evidence of post qualifying and continuing professional development
  • Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement
  • Should have an appreciation of the relationship between the Department of Health, NHS England and individual provider and commissioning organisations
  • Member of a relevant professional body

Communication Skills

Essential criteria
  • Developed communication skills for delivering key messages to a range of stakeholders both internal and external (including outside the NHS) to the organisation, some at very senior level.
  • Good presentational skills for conveying complex concepts.
  • Ability to use informed persuasion to influence others.
