Job overview

 An exciting opportunity has arisen within NHS Shropshire, Telford & Wrekin ICB for a Deputy Finance Business Partner role to cover a 12 month secondment.  You will be a qualified accountant and have experience of leading and managing finance staff.

The postholder will report to the Head of Finance and will be responsible for overseeing the management accounts reporting function of specific elements within the organisation, whilst supporting the associated budgetholders.  They will also support relevant transformational/ partnership teams to provide expert finance advice and work in partnership with transformation leads to develop business cases , service redesign proposals and QIPP savings plans.

The postholder will lead on the monthly reporting processes and annual budget setting processes for their specific areas.

The postholder will ensure effective integration with the Financial Accounting, Management Accounting and Planning teams to ensure that all financial matters are dealt with adequately and in accordance with ICB requirements.

The postholder will have autonomy and scope to develop working relationships with internal and external stakeholders to define the most effective way to support the ICB.

Main duties of the job

The postholder will report to the Head of Finance and will be responsible for the management accounts and business support reporting function of the organisation.

They will take the role of Deputy Financial Business Partner and will help to support relevant transformational/partnership teams to provide expert finance advice and work in partnership with transformation leads to develop business cases , service redesign proposals and QIPP savings plans.

You will work with a team of finance staff to provide expert advice and support to the Head of Finance and to managers and budget holders across the organisation.

You will lead on the budget setting process for relevant areas, and support the translation of the ICB commissioning intentions and priorities together with the resource available and applicable QIPP schemes into affordable value for money contracts with providers.

The postholder will support the production of accurate and reliable information and reports to the ICB Governing Body, Finance Committee and to NHSE/I

The postholder will support the Financial Accounting and Planning team to ensure that all financial matters are dealt with adequately and in accordance with ICB requirements.

The postholder will liaise regularly with the Management Accounts function to provide information on the overall financial position of the ICB and report as relevant to NHSEI and internal committee meetings as well as Governing Body.

 

 

Working for our organisation

The ICB adopts a hybrid approach to working allowing a combination of home and office based work.  The Finance team is a small team made up of Financial Accounts, Financial Management, Finance Business Partnering and Planning functions.

Following the creation of the ICS there is opportunity to be more involved with System reporting and working closely with the three main NHS Providers within the System.

Detailed job description and main responsibilities

 Analytical/Judgemental

  • Development of reports and procedures to reflect changes to NHS guidance
  • Work with a finance team to provide accurate and timely financial information to budget holders and the wider organisation through committee reporting.
  • Participate and lead relevant meetings, providing information , advice and support where required
  • Assist in the provision of financial advice and support to assess appropriate contractual levers and risk sharing mechanisms with providers

Communication

  • The postholder will develop and maintain relationships with ICB staff, member practice, service providers, patient representative groups and other partner organisations relevant to the local health system.
  • Provides relevant and timely specialist advice and guidance to ICB managers.
  • Work with members of the team and key stakeholders to investigate the causes of any variance from plan/delivery targets and contribute to the implementation of solutions.
  • Responsible for supporting the production of financial reports to committees.
  • The postholder will need to communicate highly complex financial issues to a range of audiences and will need to use various communication methods, adhering to policies, legislation and governance requirements.

Financial and Physical Resources

  • Deliver against organisational objectives, achieving quality outcomes, prioritising own workload and working to tight deadlines.
  • Provide information analysis to support the overall ICB strategy and medium term financial plan

Staff Management

  • Indirect line management of finance staff
  • Support training and induction of new staff

Information Management

  • Regular requirement to design and maintain spreadsheets at an advanced level and create and develop reports to facilitate the monitoring of complex contracts
  • Lead on development, implementation , monitoring and evaluation of financial systems
  • Ensure maximum value from financial systems and provide training to budget holders/managers
  • Required to present complex information to groups of stakeholders where appropriate
  • Produce timely reports and papers for ICB committees
  • Produce returns as appropriate to NHSE
  • Support the ICB’s approach and application of Financial Support and Management Accounting across the ICB, including contributing ideas for the development of new approaches, policy and procedure, and promoting best practice across the finance team and wider budget holder and budget management community.
