Main duties of the job

The Chief Delivery Officer is part of the Executive Team who will lead the improvement of the ICS on behalf of the Shropshire, Telford & Wrekin system. The Chief Delivery Officer will work across organisational boundaries at the highest level across the System ensuring that the approach to an integrated system operating model, leading at scale improvement workstreams, and alignment with strategic planning and commissioning develops in line with the ambitions of the System in the coming years.

 

The Chief Delivery Officer has the following key functions as part of the system operating model:

 

  • The System Control Centre
  • The EPRR function and the identified Accountable Emergency Officer
  • The system elective scheduling function (RAS and TRAQS)
  • Programme Management Office
  • Service Improvement

We are seeking an enthusiastic and strategic leader who is a champion for reducing inequalities and brings substantial experience within a Board or significant senior leadership experience within a regulatory environment. Confident and credible in leading highly complex and sometimes contentious improvement and transformation at scale, your clear and inspiring communication style will empower our system’s multi-professional workforce to transform our health and care landscape, improving the health and wellbeing of our populations for now and the future.

Working for our organisation

Our Integrated Care System (ICS) footprint covers a large geographical area of 1,347 square miles and covers a population of around 500,000 people across the area of Shropshire, Telford & Wrekin. The ICS boundaries are coterminous with our two Local Authority footprints of Shropshire County Council and Telford and Wrekin Council. We have two acute hospitals, with services delivered by one acute trust, The Shrewsbury and Telford Hospital NHS Trust (SaTH). We also have a specialist orthopaedic hospital, Robert Jones and Agnes Hunt Orthopaedic Hospital NHS Foundation Trust (RJAH). Shropshire Community Health NHS Trust (SCHT) provide our community services, and mental health services are provided by Midlands Partnership University NHS Foundation Trust (MPUFT) which covers Shropshire and Staffordshire. The region is served by the West Midlands Ambulance Service University NHS Foundation Trust (WMAS). Alongside this, our partnership includes our 51 GP Practices, social care services, and our diverse voluntary, community, and social enterprise sector.

Experience

Essential criteria
  • Proven and significant leadership experience.
  • A successful track record of strategic management
  • The candidate for this post will have had experience at Board level/sub board level in a large complex NHS organisation
  • Experience of successfully operating in and delivering priorities in a partnership environment
  • Significant management experience at senior level in the NHS or other public healthcare related industry
  • Proven Board level experience of leading and delivering complex change and strategy development programmes in a politically sensitive and complex environment

Skills

Essential criteria
  • Specialist expertise in healthcare environment
  • Proven expertise in developing strategy from conception through to delivery
  • A successful track record of strategic management
  • Understanding of NHS processes, operations and strategy

Qualifications

  • Educated to master’s level in relevant subject or equivalent level of experience of working at a similar level in specialist area
