To thrive in this role, you will need to demonstrate experience of working at a senior level in transformation and managing a portfolio of change programmes across an organisation with focus on delivery and impact, and evidencing sustainable change, using best practice methodologies.
With a strong understanding of the health and care system, you will play a crucial role in managing the day-to-day running of the Better Together Portfolio utilising a PMO approach.
Working at a corporate level across the organisation, you will play a key role in helping to shape the long-term strategy and plans of the organisation and support delivery of organisational priorities through major transformation programmes, embedding value and sustainability where there are significant opportunities to improve outcomes, experience, and cost.
Working with the Assistant Director of Transformation and Value - you will lead a team responsible for embedding transformation and value approach across the organisation to deliver sustainable change.
Main duties of the job
Manage the delivery of the Better Together Portfolio with partners and staff to ensure programmes and supporting groups deliver agreed outcomes and benefits required to improve quality of services in line with corporate strategy and the Integrated Medium-Term Plan.
Work at corporate level across the organisation with considerable freedom to act, play a key role in helping to shape the long-term strategy and plans of the organisation and support delivery of organisational priorities through major transformation programmes, embedding value and sustainability where there are significant opportunities to improve outcomes, experience, and cost.
Lead work embedding a value-based approach within the organisation and a shared approach with Regional Partnership Board.
Provide professional leadership on the use of Transformation and Value methodologies, including programme management, value-based healthcare, service improvement and change management. This will include supporting colleagues and ensuring skills to grow and embed Transformation and Value capabilities within the organisation.
Act as the deputising officer for the Assistant Director across the work of the Department.
Provide line management for Transformation Programme Managers and other staff as agreed with the Assistant Director.

Qualifications and/or Knowledge
Essential criteria
- Educated to master’s level or equivalent level of knowledge and experience
- PRINCE II, Managing Successful Programmes (MSP), or Agile Practitioner or practitioner level qualification in another recognised programme management methodology
- Evidence of professional development in relation to Value and/or Transformation
- Extensive specialist knowledge of value-based healthcare approaches
- Extensive knowledge of the strategic and policy context for Transformation and Value
- Skilled in using suite of electronic tools to support Transformation and Programme Management including Microsoft PowerPoint, Excel, and Word
Desirable criteria
- IQT Bronze or Silver Award or equivalent
Experience
Essential criteria
- Senior Manager experience in healthcare of designing and delivering Transformation programmes to achieve major corporate objectives.
- Track-record of achievement within a complex organisation, preferably within an NHS environment, including management of programmes within quality, time and financial parameters
- Extensive experience of partnership working and stakeholder management
- Experience of managing portfolios or Programme Management Office function.
- Substantial knowledge and experience in whole system service redesign, service improvement and complex programme management
- Experience of risk management
- Evidence of creating and sustaining positive relationships with staff and stakeholders
- Proven work record of consistently achieving high standards and delivering objectives and priorities

- Track-record of achievement within a complex organisation, preferably within an NHS environment, including management of programmes within quality, time and financial parameters
Aptitude and Abilities
Essential criteria
- Ability to work effectively with and gain the confidence of clinicians, managers, other staff, partner agencies and the public
- Excellent communication skills with a strong track record of communicating effectively to engage and influence change including communicating contentious information to large groups including people using services, members of the public, clinicians, partner agencies and community representatives
- Excellent presentation and report writing skills including Board level reports and other information for the public
- Ability to write effective and compliant technical documentation including project initiation documents, business cases, strategic plans, specifications, programme plans, dashboards, risk register and highlight reports Highly developed analytical and problem-solving skills, including ability to develop, read, interpret, present and disseminate complex clinical and numerical information to others
